BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the United Nations humanitarian agency dedicated to tackling hunger and malnutrition worldwide. Due to its expertise in humanitarian logistics, the Inter-Agency Standing Committee (IASC -The IASC consists of the executive heads of 19 organisations and consortia to formulate policy, set strategic priorities and mobilise resources in response to humanitarian crises and is chaired by the Emergency Relief Coordinator. With members from within and outside the United Nations, the IASC strengthens collective humanitarian action through the implementation of a coherent, unified response) selected WFP as the lead agency for the Logistics Cluster in 2010.

The Logistics Cluster adheres to and promotes the values of the Logistics Cluster: collaboration, professionalism and agility, localisation and sustainability, and accountability (as included in the Logistics Cluster Strategy 2022 – 2026.)

At country level, the Logistics Cluster is guided by locally identified priorities, strives to enhance humanitarian logistics efficiency, fosters and supports a localised response capacity and provides solutions that minimise disruption of local markets and promote local resilience, advocates for a sustainable approach to humanitarian response and endeavours to apply lasting solutions, and is accountable to aff ected populations through its partners, and to the humanitarian and national leaderships through the lead agency. All Logistics Cluster plans, strategic decisions, and prioritisations are made transparently by and for its partners.

FUNCTION PURPOSE

The purpose of this role is to complement, build on, and enact the outcomes of the current Logistics Cluster Medical Logistics Working Group, which includes partner attendance from donors, INGOs and UN agencies, and others; as well as providing direct operational guidance and support, to ensure Logistics Cluster operations - largely in Africa - are more able to support the whole of the humanitarian response and national governments therein. It is intended for this role to create standardized ways of working, SOPs, and institutionalise them within the cluster teams at HQ and country level.

ACCOUNTABILITIES/RESPONSIBILITIES:

-Attend and actively participate in the Logistics Cluster lead Medical Logistics Working Group, and support the synthesis and development of new ideas and practices across the Logistics Cluster community of partners.

-Review portfolio of coordination, information management, and service provision activities undertaken by Logistics Cluster operations in the field that overlap with health-related supply chain and provide guidance and information on how Cluster activities can conform and bolster pre-existing accepted best practices and WFP internal guidelines.

-Review available SOPs, guidelines, training materials and systems as they pertain to health supply chain management – available both internal to WFP and Logistics Cluster activities, and from external globally recognized experts – and craft streamlined guidance for WFP field operations and cooperating partners.

- Work with the WFP and Logistics Cluster training teams to provide input on to current training activities as needed.

-Contribute to basic guidance to Logistics Cluster coordinators and other new field staff regarding best practices and minimum requirements of health supply chain management.

-Support the review and development of new Logistics Cluster activities and proposals in both emergency and non-emergency contexts, with a focus on ensuring that health supply chain needs are adequately planned and incorporated. -Support and participate in ongoing Logistics Cluster supported working groups and activities, including field Customs and Importation working groups, field level medical logistic working groups, interagency meetings on health-related supply chain activities, and Logistics Cluster global meetings.

-Travel to field operations and emergencies to support Logistics Cluster activities as required.

-Advise on other areas of additional work as needed.

DELIVERABLES AT THE END OF THE CONTRACT:

Production of a comprehensive toolkit and body of knowledge to support the Logistics Cluster with facilitating partner access to health supply chain services where Logistics Cluster is activated in a field. Updated and relevant guidance for the entire humanitarian community to access and manage health supply chain in emergency contexts.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Education: University degree in logistics, pharmacology, public health, humanitarian development or related field; or the equivalent combination of education and experience.

Experience: At least 7 years professional experience (may be concurrent with other requirements) in supply chain and/or logistics operations (i.e. land transport, international shipping or air transport, warehouse management, freight forwarding, etcetera). Of which, at least 3 years professional experience (may be concurrent with other requirements) in health supply chain management.

Knowledge & Skills:

Essential:

Demonstrates understanding of inter-agency requirements and reflects this in operational design and execution.

Strong understanding of health supply chain management of medical items including pharmaceuticals, vaccines, reusable and consumable medical devices, and medical equipment;

Strong experience reviewing and advising medical grade and compliant storage and transport networks, understanding of temperature-controlled supply chain and cold chain management, understanding of challenges facing procurement and import of health times, and strong understanding of prevailing regarding national and international regulations on the management of health items. Partnership and service mindset, integrity, result oriented, proactive engagement, gender and culturally sensitive.

Demonstrated ability to work productively in remote and high-pressure environments, to motivate a team, maintain morale and deliver objectives in difficult circumstances.

Ability to earn the trust and confidence from partners and stakeholders through displaying: active listening skills; speaking/writing clearly and effectively, articulating appropriate responses and tailoring language, tone and style to various audiences;

Ability to understand and consider diverse opinions and points of view. Desirable:

Strong working knowledge of all aspects of Logistics Sector response, including warehouse management, inventory management, surface transport, and if required air transport and sea/waterway transport, import/export, basic engineering and service contracting.

Demonstrates understanding of country operations and supply chain networks in the local areas to address Logistics Cluster operational challenges;

Create strategic vision and shared goals based on humanitarian principles. Promote climate of teamwork, encourage learning of colleagues and facilitate team approach.

Ability to analyse and evaluate data and translate into useful information management products to facilitate decision making.

Languages: Required: Fluency (level C) in English language. Desirable: Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language.
