SCOPE OFWORK:

TheIRCinMyanmarisimplementingaShelter/NFIprogramincludingthefollowingcomponents: distributionofemergencyshelterkits;distributionofNFIstoprotractedIDPs;emergencydistributionof NFIstonewlydisplacedpopulations;implementationofIDPsiteimprovementstoaddresssafetyconcerns and enhancelivingconditions forpeople withdisabilities.Programmingisimplemented both directly and throughpartners.Asthesituation allows,this couldexpand toincludecash andvoucherassistance(CVA) forshelter and/orNFIs.Geographically,the Shelter/NFIprogramis implemented in north and northwest Myanmar,as well as thesoutheast.

The Shelter/NFISeniorManagerwillberesponsiblefortheimplementationof Shelter/NFIprogramming, as wellas leadingorsupporting themanagement ofrelationships withpartners whererelevant.Theywill ensureadherencetocampcoordinationandcampmanagement(CCCM)/Shelter/NFIClusterquality standards,forbothIRCandpartners.TheShelter/NFISeniorManagerwillalsostrengthentheIRCs participationandcontributioninnationalandfieldCCCM/Shelter/NFIClustersandnetworksbyattending relevantmeetings,networkingwithotherNGOactorsandidentifyingpotentialpartnersforfuture programming.TheShelter/NFISeniorManagerwillprovidetechnicalsupervisiontotwoProtection Managersoverseeingday-to-dayimplementationofShelter/NFIprogramminginthefield,andprovides additionaltechnicalsupporttoarangeofpartners.S/hereportstotheDeputyDirectorProgramsbut coordinatescloselywiththeProtectionCoordinatorinrecognitionoftheintegratedprogramming approach.

Major Responsibilities

Programmanagement

  • ProvideasoundtechnicalbasisfortheimplementationofShelter/NFIprogrammingacross differentfieldsites,involatileandinsecureoperatingenvironments,forbothIRCandpartners, withan emphasisonmaintainingand improvingprogramquality.
  • Ensurethatrealisticprojectworkplansareinplaceandupdatedinlinewithoperational requirements,andthatbudgetsareappropriatelyutilized(budgetforecasting,developmentof spendingplans and budget follow-up),overseeorsupporttimely recruitment whenneeded,and accuratereportingin accordancewith IRCand donor regulations.
  • Providecontinuous supporttoand ensure targeted capacitybuildingofstaff.
  • Participateincross-departmentalcollaborationinordertoensurethatlinkagesbetween programsaremadeandsupport programintegration whererelevant.

New business development

  • ContributetodevelopmentofprogrammingstrategiesforIRCinMyanmar,focusingon Shelter/NFIprogramming,incollaborationwithotherteammembers.Explorethefeasibilityto adopt cash and/orvouchers asmodalities toachieveshelter/NFIs outcomes.
  • Identifyopportunitiesfor,designanddevelopconceptnotesandproposalsforfurtherShelter and NFIprogramming(includingthrough cashand voucher modalities),particularly inprioritized geographical areas.
  • Developassessments and analysisforthe purposeof programdevelopment.

Representationandcoordination

  • RepresenttheIRCinfieldandnationallevelcoordinationmeetingsinvolvingcash,Shelter/NFI actorssuchasCCCM/Shelter/NFIclusterandcashworkinggroupmeetings(incoordinationand supportedby theCash Advisor).
  • CoordinateregularlywithSupplyChaincolleaguestopre-emptivelyidentifyandsupport identification ofsolutions toprocurementchallenges.
Minimum Qualifications:
  • Universitydegreeorothertechnicalqualificationinengineering,socialsciences,logistics,or relatedfield
  • 2-4yearsofexperienceimplementingShelter/NFIprogrammingincludingexperiencein emergency orpost-conflict projectmanagement
  • DemonstratedknowledgeofShelter/NFItechnicalstandardsandabilitytocontextualize standards to operational realities
  • Experiencecontributing toproposalsanddonorreportingand/ormonitoringandevaluationskills·Excellent communication skills,cultural sensitivity,flexibility,ability toimprovise,teamplayer
  • Demonstrated capacity buildingskills
  • Abilitytoliveandproductivelyworkunderstress andininsecureandharshenvironmentswhile maintainingasenseof humor

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
