Background:

In this connection, UN Women strives to strengthen the voice, leadership, capacities and agency of women and their organizations to engage in political life, influence decision-making processes at all levels and advocate for greater gender equality and inclusive development. The project further ensures that national laws, policies and practices are gender-responsive in line with Georgia’s international and national commitments and that they benefit women and men equally and promote women’s participation in decision-making and broader gender equality in Georgia.

Reporting to the Governance & Participation in Public Life (G&PPL) Programme Specialist, the Project Analyst will contribute towards successful implementation of UN Women country programme under the G&PPL portfolio. The Project Analyst will carry out this work in close collaboration with the programme and operations team, UN Women HQ staff, government officials, multi and bi-lateral donors and civil society.

Duties and Responsibilities:

Under the overall supervision of the G&PPL Programme Specialist, the Project Analyst will carry out the following functions: 

  • Ensure that progress is made in achieving G&PPL portfolio goals and objectives in line with Un Women Georgia CO’s Strategic Note, annual workplans and relevant project documents; work towards timely implementation of the detailed annual work plan together with project partners, consultants and beneficiaries;
  • Serve as UN Women Georgia CO’s focal point on inter-governmental and normative processes with relevant UN Women ECA Regional Office staff;
  • Monitor progress of implementation of activities and finances;
  • Organize and attend field missions and draft reports on monitoring missions;
  • Provide inputs to the quarterly and annual UN Women reporting system (RMS), and contribute to the preparation of donor reports or presentations;
  • Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UN Women rules and guidelines;
  • Supervise national and international consultants and service providers; 
  • Ensure adherence to project objectives, rules, regulations, processes and procedures in the planning and implementation of project activities;
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participate in donor meetings and public information events;
  • Plan and contribute to the implementation of communications components of the G&PPL portfolio including through producing social media posts, website articles and other relevant materials on the project achievements and activities;
  • Build, coordinate and maintain relationships with national partners to support implementation of programmatic interventions 
  • Review, and as relevant, coordinate the submission of responsible partner financial and narrative reports;
  • Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Identify capacity development needs of stakeholders;
  • Provide partners with technical assistance, mentoring, training and capacity development initiatives, as needed;
  • Coordinate and organize events, trainings, workshops and knowledge products;
  • Contribute to the development of knowledge products on G&PPL;
  • Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the G&PPL portfolio and contribute to their dissemination;
  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining relevant information;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for fundraising and collaboration;
  • Ensure proper maintenance of the documentation and filing system; and 
  • Perform other relevant duties as required.

Required Skills and Experience:

Academic Background: 

  • Advanced university degree (Master’s degree or equivalent) in gender/women's studies, international development, human rights, economics, climate change, green economy or a related field
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional minimum 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
  • A project/programme management certification would be an added advantage

Relevant work experience: 

  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of work experience in the area of gender equality and women’s empowerment 
  • Experience working on gender and good governance is an asset 
  • Experience coordinating and liaising with government agencies and/or donors is an asset

Languages: 

  • Fluency in written and spoken Georgian and English

Management arrangements:

The contractor will report to and work under direct supervision of the G&PPL Programme Specialist and overall guidance of UN Women Georgia Country Representative and Deputy Country Representative.
