The CCCM Specialist will serve as the technical lead for CCCM programming in Upper Nile State, Malakal, ensuring high-quality implementation and management of displacement sites. Key responsibilities include overseeing CCCM activities, providing technical support to project teams, and ensuring adherence to DRC and interagency guidelines, standards, and best practices. The Specialist will ensure that site-level CCCM data and analysis are regularly updated and shared across relevant sectors to enhance coordination and decision-making. He/she will lead the review of CCCM monitoring data, identify opportunities for site-level assessments or thematic studies, and support evidence-based advocacy for improved service delivery and protection outcomes.
The CCCM Specialist will collaborate closely with the national CCCM Coordinator to report on-site conditions, discuss program strategies, and identify technical support needs. They will assess team capacities, develop tailored capacity-strengthening plans, and implement them through formal training, workshops, and on-the-job mentoring. Additionally, the Specialist will actively participate in state and local-level CCCM coordination forums, ensuring effective information sharing and representation of CCCM activities in Upper Nile at both regional and national levels. The role also involves ensuring that CCCM programming aligns with CCCM principles and contributes to a safe, participatory, and dignified environment for displaced populations.
Responsibilities:
Technical Support and Supervision
- Provide technical guidance and oversight for all CCCM activities to ensure adherence to international standards and best practices.
- Develop and implement strategies for effective site management, service coordination, and infrastructure planning
- Ensure high-quality program activity implementation across projects in line with DRC and/or interagency guidelines, standards, and best practices
- Develop further guidance, SOPs, and tools for specific area-level activities, when necessary and in coordination with the CCCM technical Coordinator
- Provide strategic technical direction to team members on a day-to-day basis and regularly assess strengths and opportunities for improvement in implementation
- Conduct area-level workshops on lessons learned and other relevant topics
- Spearhead regular Site monitoring data analysis and the drafting of information products
- Identify and develop tools, as needed and in coordination with the CCCM technical Coordinator, for rapid risk assessments, thematic deep dives, integrated and/or multi-sector assessments, or other assessments; lead on the analysis and drafting of assessment outputs
- Strengthen and support CCCM information management systems and data usage in coordination with the and PIM colleagues
- Conduct regular field visits to observe implementation and engage with program beneficiaries.
Project Development and Management
- Participate in the development of concept notes, proposals, and budgets in coordination with the CCCM Coordinator, Project Manager, Area Manager, Grants, and other relevant staff.
- Attend relevant internal meetings, such as grant opening/closing meetings, and share relevant information with the CCCM manager and technical Coordinator
- Lead the drafting of internal and external reports
- Support the area-level monitoring and evaluation team with monitoring tasks, including revision of post-distribution monitoring or other impact evaluation tools
Capacity Strengthening
- Assess individual and team technical capacities, develop capacity-strengthening plans, and implement the plans through formal training, workshops, on-the-job mentoring, and coaching
- Support national, local, and/or community structures and humanitarian actors / networks with trainings, coaching and mentoring on relevant CCCM topics
- Ensure effective coordination with humanitarian partners, government authorities, and community leaders.
- Liaise with the CCCM technical Coordinator on capacity gaps and needs; support the development of relevant training and guidance materials.
People Management
- Liaise with the project manager and individual team members regularly to ensure sufficient technical supervision
- Participate in the recruitment of new CCCM staff members, including the development of written tests and interviews
Program Development and Strategy
- Analyze project data regularly, identify any potential gaps, particularly in relation to age, gender, and diversity mainstreaming, and ensure that activities remain relevant to the area and country-level strategy
- Support the CCCM Coordinator to review and update the country CCCM strategy
- Compile secondary data and other relevant resources to complement primary data analysis and ensure evidenced-based program development
Coordination and Stakeholder Engagement
- Promote improved coordination, information sharing, and collaboration in multi-sectoral/integrated programming locations among DRC staffs
- Participate actively in state and local-level coordination fora, including, but not limited to, the state-level CCCM Cluster, share important findings or discussion points with relevant colleagues at the area and country levels
- Liaise and build strong relationships with relevant stakeholders, including local authorities, community leaders and community-based structures, and other local organizations
- Maintain updated stakeholder and potential partner mappings
Experience and technical competencies:
- At least 4 years’ experience in CCCM Sector, community engagement or working with local government.
- Proven experience in convening diverse stakeholders and facilitating workshops.
- Ability to conduct capacity strengthening for diverse stakeholders in an engaging way.
- Understanding of or formal training in CCCM and/or protection principles and practice
- Demonstrable expertise in developing high quality reports and analysis.
- In-depth understanding of policies and advocacy approaches to improve camp management and humanitarian responses.
- Self-motivated and able to work with a minimum guidance and supervision.
- Demonstrated experience providing technical support and capacity strengthening to teams through formal and informal methods.
- Comprehensive understanding of the CCCM sector, including technical standards and best practices
- Prior experience with report writing, program development, project data analysis, and strategic planning
- Basic knowledge of Microsoft Word, Excel and Outlook software
- Fluency in English and Arabic required.
