The Logistics Officer will act as the focal point for the procurement of services and supplies for NRC West Bank Area Office, based in Ramallah, but supporting NRC sub-offices and programmes throughout the West Bank in coordination with the WB Logistics Coordinator. The role involves evaluating bids, suppliers, products, and services, and negotiating contracts in line with NRC policies and internal regulations, ensuring compliance, quality, and value for money. Additionally, the Logistics Officer will serve as the focal point for asset management for the West Bank sub-offices.
Generic responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement Logistics portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of the documents
- Promote and share ideas for improvement of the support function
- Responsible for effective and timely procurement support in line with NRC procurement timelines as delegated by the Logistics Coordinator.
- Accountable for ensuring the fulfilment of the procurement process in line with NRC handbooks and SOPs and donor SOPs and regulations.
- Responsible to help maintain an accurate and up-to-date supplier information database for regularly purchased items, and information about local market conditions.
Specific responsibilities
- Responsible to support in actively searching for suppliers in line with NRCs prequalification process and establish a vendor database, to also include supplier performance information.
- Responsible for ensuring supporting documentation is prepared and submitted in line with NRC SOPs and NRCs Securing Supporting Documentation SOP.
- In consultation with the WB Logistics Coordinator, fulfil purchase and delivery of supplies and revision of contracts for purchasing of goods and services.
- Consult, liaise and update in a timely manner with the relevant programme departments regarding delivery of supplies, keeping all parties informed of any changes.
- Responsible for ensuring Unit4 Procurement (NRC Procurement system) is maintained and is available for distribution to managers on a weekly and monthly basis.
- Responsible for ensuring that procurement files are completed and prepared for timely payments of procured goods and services.
- Responsible to maintain an accurate and up-to-date Procurement Tracker/ Unit4 (status of PO/PR/Contracts /Waivers)
- Support in Asset Management in West Bank offices, liaising with staff for check-in/out of assets and supporting on the bi-annual physical assets and inventory check.
- In consultation with the Logistics Coordinator, respond to audit requests as required.
