Stakeholder Management and Community mobilization

The Project Management Senior Assistant ensures the involvement of local stakeholders and community members in the implementation of the activities at the local level;
-
Lead the formation and training of all the local level committees with the assistance of the community mobilisations clerks;
-
S/he has overall responsibility for the supervision of the Community mobilization Clerks;
-
Support the development of the short-term action plan for the sustainable development and communication strategy in coordination with other partners;
-
In collaboration with other teams (e.g. Quality Engineer, Monitoring and Evaluation Officer, Health, Safety, Social and Environmental Analyst, cash and communication) implement mobilization activities guided by the project documents and strategy;
-
Provide mentorship to the community mobilization clerks and to communities when it is needed;
-
Ensure that all the plans and indicators of the Project management team are realistically set and oversight their achievement;
-
Contribute effectively to the regular programme reports to the respective field location;
-
Ensure the community mobilization clerks are well equipped to deliver the “Plus” activities;
-
Ensure adequate delivery of the project Community Engagement and Capacity Building Plan to deepen understanding by beneficiaries, community members and other stakeholders of all relevant aspects of the project;

Facilitate effective consultations among beneficiaries, communities and stakeholders regarding nuanced social messages around gender norms and local peace dynamics, as developed by the project, in an aim to foster behavior changes;

Facilitate refresher training for the oversight committees in assigned project location;
-
Facilitate experience sharing forum/fora in his/her duty station.
Beneficiary identification and registration

Sensitize beneficiaries about targeting criteria during community mobilization meetings;
-
Support the M&E associate in training data enumerators and Boma / Block Development Committee (BDC) on registration tools;
-
Support M&E associate in validation of registered beneficiaries;
-
Support the M&E in enrollment of validated beneficiaries into the MIS.
Engagement of Beneficiaries in LIPW
-
Support the Public works officer in distributing tools to project sites;
-
Supervise training of beneficiaries on work norms by the community mobilizers;
-
Supervise the role out of Cash Plus activities;
-
Supervise the implementation of public works activities;
-
Supervise marking of attendance and generation of wage requests by the community mobilizers;
-
Supervise cash distribution in different project sites;
-
Support the HSSE in recording and resolving grievances related to project activities.
Final Product

Monthly/quarterly/annual/ad hoc reports are prepared;

Programme activities implemented in keeping with personal work plan;
-
All assignments performed in a quality and timely manner.
Education/Experience/Language requirements
Education/Experience/ Language requirement
Education:
-
Secondary School Certificate is required.
-
A Bachelor's degree in Social Sciences or other relevant field will be an asset and will substitute some of the required years of experience
Working experience:
-
Minimum of 5 years of relevant experience in Rural Development projects experience or related field is required.
-
Experience in facilitating training;
-
Skills in stakeholders engagement is an asset;
-
Some experience in UN system organizations is desirable.

Excellent organizational skills, attention to detail, and ability to multi-ask.

Experience working with indigenous communities
-
Ability to work independently as well as in a team environment.
Language requirement
-
Fluency in written and oral English required.
