BACKGROUND AND PURPOSE OF ASSIGNMENT
Cox’s Bazar is currently hosting close to over 900,000 refugees – registered refugees and Forcibly Displaced Myanmar Nationals (FDMNs). The World Food Programme (WFP) is providing general food assistance, self-reliance and livelihood support, disaster risk reduction, nutrition, and school feeding programmes to respond to the refugee crisis. Further, WFP has scaled up host community support for over 300,000 people in Ukhiya, Teknaf and other three sub-divisions who have been negatively impacted by the influx of refugees. To respond to the growing demands more efficiently and effectively as well as in an accountable manner, WFP has explored innovative digital solutions to deliver different assistance to the people WFP serves.
The Business Transformation Officer P3 reports to the Deputy Head of the Area Office.
KEY ACCOUNTABILITIES & RESPONSIBILITIES
Business Engagement
Work with business units to clearly define business requirements and translate them into practical digital solutions.
Support Building Blocks expansion (particularly in terms of acting as an intermediary between TEC team and Programme and Supply Chain teams)
As an agile coach, coordinate efforts of multiple stakeholders to pilot and scale up identified solutions (e.g., Programme, Support units, HQ TEC, Regional Bureau (RBB), etc.).
Capacity building for government ministries and leading the implementation of strong and secure digital solutions.
Lead WFP Bangladesh’ engagements with the government Ministries on digitalization ensuring WFP remains a key contributor and enabler of the Digital Transformation agenda
Provide advice to the Country Office on strategic TEC and Digitalization initiatives ensuring compliance with WFP Operational and Strategic Frameworks.
Oversee data-sharing agreements, and implementation of those agreements, with key agencies, particularly UNHCR
Digital Solutions and Data Management
Ensure that various digital solutions or platforms are interoperable and coherent with each other in a way that ensures coordinated programming, both internally for WFP programmes and externally with other key agency systems and programmes.
Oversee scale-up of existing solutions (e.g., SCOPE, Building Blocks, SugarCRM, Farm2Go, MoDa, conditionality tracking, etc.).
Identify focus areas for system improvement and development of additional features and functions and explore the use of artificial intelligence (AI) and machine learning (ML) technologies, identifying opportunities for innovation and improvement, and leading the implementation of these projects from conception through deployment and ongoing optimization.
Work with the Technology (TEC) units in headquarters (HQ) and Regional Bureaus to ensure that custom developments are coordinated through TEC and within the Field Software Development Network (FSDN).
Manage the service catalogue of IT solutions offered to the business, including current, retired and those in the pipeline to ensure effective knowledge management. Conceptualize, and execute strategic visions for how programmatic and operational requirements can be improved by using digital solutions.
Manage the Data Unit to consolidate data management across programme and operations ensuring that rigorous quality standards are maintained, and data-driven decision-making is supported.
IDM
Oversee the implementation of WFP’s Beneficiary and Transfer Management Systems including both SCOPE and Building Blocks operation, but also design of new tools as required.
Oversee SCOPE business and operations, including SCOPE prioritization, multi-wallet partnerships, long-term plans, budgets, and staff.
Ensure a secure end to the journey of the people we serve from registration to distribution by employing ethical IDM principles
Act as project coordinator/manager for the WFP-UNHCR Biometric Interoperability project.
Act as a focal point person for TEC Global Assurance Plan activities in close collaboration with RAM, CBP etc.
Work closely with Gender and Protection units to ensure that unique risks associated with any given digital solution are identified and mitigated (e.g., data protection; the ability of vulnerable individuals to engage with a particular solution; etc)
TEC Services
Oversee the implementation and provision of reliable connectivity for staff and in the camps for the smooth operation of applications (e.g. BB, SugarCRM, MoDa, SCOPE)
Participate in the development of plans, budgets, and policies, and lead the deployment of IT/TC systems aligned with business needs, per WFP corporate standards
Contribute to Emergency Preparedness and Response planning, providing technical recommendations and monitoring the management of risks so that WFP can maintain basic IT services and/or respond and deploy resources to affected areas at the onset of a crisis.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Master’s degree in Business Management, Development Studies, Economics, Computer Science, Information Technologies or other relevant fields, or a bachelor’s degree in the above field(s) with additional years of related work experience.
Experience:
At least 5 years of progressive professional experience in business engagement, digital transformation, data and identity management, strategic planning, and implementing scalable, secure, and innovative digital solutions, with a proven ability to collaborate across diverse stakeholders, manage IT infrastructure, and drive data-driven decision-making in complex operational environments.
At least 2 years of experience in working with digital platforms in the areas of Beneficiary Information Management, Entitlement Transfer and Digital Partnerships. WFP Cash-Based Transfers (CBT) are highly desirable.
Experience in designing and/or executing digital solutions and information technologies using agile methodology.
Strong analytical skills (both qualitative and quantitative) are required.
Experience in executing strategic visions and designing innovative projects.
Experience in planning and implementing pilot projects with digital solutions preferred.
Experience in managing a team and building effective partnerships with persons of different national and cultural backgrounds in humanitarian and development contexts.
Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries.
Language:
Fluency (level C) in English language, both written and oral, and excellent presentation skills. Intermediate knowledge (level B) of a second official UN language (Chinese, Arabic, French, Russian, Spanish, and/or Portuguese) is an asset.
Certifications
PMP or ACP certification is desirable.
Business Analysis certification is required.
ITIL Certification is desirable.
TERMS AND CONDITIONS
This is an International Professional position and open to all nationalities.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year. This position is open to both internal and external candidates.
