In Myanmar, UNDP focuses on strengthening the resilience of vulnerable communities to both ongoing and future challenges. The UNDP’s Community First Programme (CFP) provides direct support to these communities, addressing their urgent basic needs and building their resilience to future shocks. The CFP is centered around three area-based projects: (i) Rakhine Triple Nexus (RTN), (ii) Enabling Community Recovery and Resilience (ENCORE), and (iii) Urban Resilience Programme (URP).

The Rakhine Triple Nexus (RTN) is a vital component of the CFP, designed to empower the most vulnerable
communities, including the stateless and displaced, by facilitating their transition from crisis to recovery and ultimately to long-term resilience. The RTN encompasses a variety of interventions across economic, social, legal, disaster, and climate sectors. These interventions contribute to three primary outcomes:

  • Vulnerable communities, including displaced and stateless populations, gain access to enhanced tools for pursuing inclusive development and social cohesion. This includes improved access to legal services, protection, and fundamental rights.
  • These communities benefit from improved access to basic services such as drinking water, community access roads, and essential infrastructure, while also being better prepared for external shocks and natural resource management.
  • The most vulnerable households and individuals have their livelihoods rehabilitated and revitalized, with diversified income-generation opportunities.

UNDP seeks the expertise of Monitoring and Evaluation Analyst to support effective implementation, monitoring and evaluation of RTN Project.  

Duties and Responsibilities

Under the overall guidance and supervision of Head of the Rakhine Field Office/Project Manager, the Monitoring and Evaluation Analyst supports effective monitoring and evaluation of project activities.

S/he will work in close collaboration with the Community Development Specialist, Program Specialist, project team liaising frequently with CO Programme and Operations teams.  The position also requires frequent interaction with other project teams, technical advisors and experts, implementing partners, donors, beneficiaries and CSOs to successfully implement and monitor the project.

Improve Data Collection Process 

  • Develop project dashboard and data collection tools aligned to CO and donor reporting requirements.
  • Train project staff and partners on the proper use of data collection tools, ensuring they understand the importance of accurate and timely data reporting.
  • Conduct regular data quality assessments to identify and address any issues in data collection, ensuring data integrity and reliability.

Enhance Data Analysis and Reporting

  • Develop a centralized database or data management system to store all project-related data securely and facilitate easy access and retrieval for reporting purposes.
  • Utilize data visualization and analytical tools to interpret and present data in a clear and concise manner, facilitating data-driven decision-making by project management.
  • Generate comprehensive and timely reports on project progress, maps, outcomes, and impact, ensuring they are tailored to various stakeholders' needs (e.g., donors, partners, management) and submitted within specified deadlines.

Ensure Compliance and Reporting

  • Operationalize MEL framework with implementation robust monitoring and evaluation (M&E) plan, outline/adjust key indicators and targets to measure project success and effectiveness.
  • Regularly track and analyze project indicators against established targets, identifying any deviations or trends that may require corrective action or further investigation.
  • Work closely with Risk Management Unit (RSMU) to input internal MEL system. 
  • Contribute to periodic evaluations and impact assessments to assess the project's overall performance and identify lessons learned and best practices for future project improvements.
  • Advising the project manager of any concerns regarding implementing partners’ financial and operational management.

Documentation, learning, and knowledge management

  • Documentation of good practices, success stories and lessons learned.
  • Facilitate internal project learning through lessons learned sharing events to encourage continuous improvement of the project management.
  • Facilitate events to disseminate good practices and lessons learned to other relevant stakeholders.
  • Ensure inter and intra project communication and coordination with CO team, field teams and external stakeholders.

Contributing to external evaluations and impact assessment

  • Contribute to periodic evaluations and impact assessments to assess the project's overall performance and identify lessons learned and best practices for future project improvements.
  • Training the enumerators and supervising data collection process.
  • Contribute to data analysis and report writing for the periodic evaluations and impact assessments.

Required Skills and Experience
 
Education:
  • Advanced university degree (Master’s degree or equivalent) in a relevant field such as Social Sciences, Literature, Statistics or related discipline. 
  • A first-level university degree (Bachelor´s degree) in Social Sciences, Literature, Statistics or related in discipline in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.
Experience:
  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in supporting project implementation, monitoring and evaluation of projects.
  • Proven Knowledge of M&E frameworks, indicators, and data quality assurance processes.
  • Experience in creating dashboards and visual representations of data
  • Proven ability to identify trends, patterns, and insights from data sets. 
  • Experience in using data to inform decision-making and program improvements.
  • Cultural Sensitivity and proven capacity to work effectively in diverse settings with people from different backgrounds and cultures.
  • Deep understanding and strong devotion to Ethical Standards, including Integrity, Professionalism, and Impartiality.
  • Proficiency in quantitative and qualitative data analysis techniques.
  • Work experience in Rakhine desirable. 
  • Demonstrated experience in using data collection tools, methodologies and methodologies is required. 
  • Experience of working on complex projects and ability to deliver in strict timelines with good quality is an asset.
  • Proven ability to conduct data analysis and interpret findings accurately.

Required languages:

  • Fluency in English and Burmese (Myanmar) is required.
