Anchored in the 2030 Agenda for Sustainable Development and in line with the priorities outlined in the UNDP Strategic Plan, the Regional Bureau for Arab States (RBAS) supports the Arab States region to achieve sustainable development by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development, and building resilience to crises and shocks. Within this work, the Regional Bureau for Arab States responds to needs across development settings including Least Developed Countries, Middle Income Countries, Net Contributor Countries and countries affected by crisis, with a view to support the building of resilience, fight climate change, leverage the promise of innovation, and prioritize the advance of women, youth and vulnerable groups as part of its commitment to the principles of universality, equality and leaving no one behind in an increasing complex regional context.
The Regional Hub for Arab States in Amman focuses on thought leadership, crisis response and country office support. With a focus on effective, timely and responsive support in line with UNDP’s programme priorities and tailored to the emerging and changing needs and priorities in the region the offer of support includes strategic policy advice, programme development and implementation, capacity development, policy research and analysis, knowledge services, and operations.
The Amman Regional Hub implements regional initiatives under the Regional Programme for Arab States 2022-2025 which touches upon the following areas of work: governance and anti-corruption, regional cooperation for the reduction of poverty and inequality, knowledge economy, conflict prevention and peacebuilding, climate security, youth engagement and empowerment, gender equality, resilience building, among others.
Through its regional projects, the Regional Programme generates and avails development knowledge, experience and expertise to countries across the region; supports the creation and development of inter-country initiatives and networks among governmental and non-governmental partners to address shared challenges at a sub-regional and regional levels; facilitates inter-country collaboration on cross-border issues, such as trade, environment, and migration; advances regional dialogues, and experience exchange on development issues that may be sensitive where regional level advocacy may enable country level engagement and action, such as with efforts to fight corruption and exclusionary practices targeting certain groups; and promotes experimentation and innovation to help overcome institutional, financial and knowledge barriers that may be too high for an individual country to surmount.
Under the overall guidance from the Chief/Deputy Regional Hub Director, and direct supervision of the Regional Programme Manager, the Implementation Support Analyst will ensure the following:
1.Ensure the effective and efficient implementation of the Regional Programme activities as per the following:
- Provide substantive inputs in preparing, planning, coordinating, and tracking the procurement of regional programme/projects good and services as per UNDP policies and procedures and guidance of the Regional Hub Procurement Team.
- Provide substantive inputs in preparing, planning, coordinating, and tracking the recruitment of regional programme/projects personnel as per UNDP policies and procedures and guidance of the Regional Hub Human Resources Team.
- Oversee travel arrangements for UNDP regional programme/projects personnel, consultants, and event participants by ensuring compliance with UNDP rules and regulations.
- Oversee the planning, preparation, and organization of regional conferences, meetings, and events, ensuring full compliance with UNDP regulations. Provide operational support to ensure smooth execution of all events
- Oversee the preparation of all types of payments requests and ensure all relevant supporting documents are complete and in compliance with UNDP policies and procedures and guidance of the Regional Hub Finance Team.
- Provide operational input into the preparation of multi-year work plans, including the development of procurement and other administrative plans. Support the smooth implementation of regional programme objectives.
- Support in managing regional projects office premises, including handling lease contracts, security, operational requirements, if needed.
- Support in managing regional programme/projects assets and maintaining inventory of attractive items, etc
2. Ensure the effective use of sound management tools, internal controls, and compliance systems as per the following:
- Contribute to the compliance of the Regional Programme implementation activities in accordance with UNDP rules/regulations/policies, and internal control systems.
- Provide insights, in collaboration with other teams, into the adequate internal quality control mechanisms of the Regional Programme activities, including the tracking and reporting of activities/results.
- Prepare implementation/administrative analysis reports on the challenges, and the compliance of programme implementation/delivery.
- Support the development and implementation of systems, business processes, procedures, and plans for effective management and implementation of the Regional Programme activities.
- Keep abreast of all UNDP rules and procedures related to implementation of projects , and provide guidance to relevant staff accordingly.
- Participate in the analysis, and improvement of relevant business processes and internal Standard Operating Procedures (SOPs).
3. Actively contribute to the effectiveness and efficiency of the Programme management as per the following:
- Contribute to the formulation of the Regional Programme documents, results and resource frameworks, and other types of documentation.
- Present information related to the efficiency and effectiveness of projects/programme implementation and operational performance.
- Provide support to project-specific audits which may be requested by donors or UNDP.
- Coordinate and follow up on the implementation of audit recommendations as well as report on the related progress.
- Contribute to the preparation of relevant operating procedures, management reports, business cases, and performance recommendations to Senior management.
- Maintain the central information management system for the Regional Programme documents in coordination and collaboration with other teams.
4. Facilitate knowledge building/sharing on all aspects of Operations/Implementation Support as per the following:
- Coordinate the learning events for the Regional Programme staff.
- Ensure the incorporation of best practices into the Regional Programme implementation processes.
- Synthesize lessons learned, and best practices in Programme management/implementation.
- Provide sound contributions to knowledge networks and communities of practice.
The incumbent will perform other duties within their functional profile as deemed necessary for the efficient functioning of the Regional Programme, and the Organization.
Institutional Arrangement
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration.
Under the overall guidance from the Chief/Deputy Regional Hub Director, and direct supervision of the Regional Programme Manager, the Implementation Support Analyst will be responsible for providing administration, management, and implementation support to the Regional Programme. S/he will work in close collaboration with the Regional Hub Operations Teams, Programme, Project teams, and staff in UNDP HQ, and GSSC to ensure the efficiency and effectiveness of administration/implementation of the Regional Programme. The incumbent will promote a collaborative, and a client-oriented approach consistent with UNDP rules and regulations.
The Implementation Support Analyst supervises and leads the personnel of the Regional Programme Implementation Support Team.
