<Job Purpose and Organizational Context>

UNDP collaborates closely with local and central institutions to preserve, restore, conserve, and promote cultural heritage, playing an instrumental role in enhancing social inclusion, fostering intercultural dialogue, creating employment opportunities, empowering communities, expanding learning opportunities, and skill development, as well as fostering a sense of security, belonging, and tolerance.

Building on the "Cultural Heritage as a Driver for the Economic Revival of Janjevë/Janjevo" project—which focused on preserving and protecting Janjevë/Janjevo’s tangible cultural heritage to create an environment conducive to economic revival and community empowerment—UNDP, in partnership with the Embassy of Croatia in Pristina, will implement the “Rehabilitation of the Streetlights System and the Electric Grid in Janjevë/Janjevo” project. This initiative aims to enhance local infrastructure, promote safety, and support sustainable urban development.

In this context, UNDP, in collaboration with the Kosovo Electrical Distribution Service (KEDS), will design a comprehensive project for rehabilitating the streetlight system and the entire overhead electrical grid in Janjevë/Janjevo. This effort aims to provide reliable and efficient infrastructure that aligns with modern standards; enhance public safety and security through improved street lighting and a stable power supply, contributing to reduced crime rates and accidents, particularly benefiting vulnerable groups; foster economic empowerment by improving infrastructure, encouraging entrepreneurship, attracting tourism, and supporting local businesses, thus helping reduce poverty and inequality; preserve cultural heritage by protecting and revitalising historic sites and the Historic Centre, enhancing aesthetic appeal, drawing tourists, and contributing to the local economy, all while ensuring conservation for future generations; and promote sustainable urban development. 

The overall objective of the work is to provide expert technical input on the conceptual and detailed high voltage electrical engineering design for the “Rehabilitation of the Streetlights System and the Electric Grid in Janjevë/Janjevo,” implement project revisions, and supervise the on-site implementation of the project. 
The Electrical Engineer will carry out the respective tasks under the overall supervision of the Project Manager and in collaboration with the project team.

Duties and Responsibilities
 

1)    Technical Review and design input

•    Review and provide technical input on the conceptual and detailed high voltage electrical engineering designs and technical specifications prepared by KEDS engineers; 
•    Prepare the BOQ and other technical specifications, including the RfQ for the procurement process;

2)    Site supervision and Quality assurance 
•    Conduct regular site visits to monitor work in alignment with technical specifications, BOQs, and project designs. 
•    Document site conditions through narrative and photographic reports and prepare sketches/drawings as needed. 
•    Coordinate with KEDS, MCYS, the Municipality of Lipjan/Lipljan, and other relevant stakeholders to schedule and conduct inspections, including a final inspection to certify completed works.

3)    Stakeholder Collaboration and Feedback 
•    Engage with the project team and stakeholders to support effective implementation and communicate technical feedback. 
•    Provide timely recommendations for corrective actions if needed to ensure work quality and compliance.

4)    Monitoring and reporting 
•    Monitor contractor compliance with technical specifications, quality standards, and deadlines, and report any potential breaches to the Project Manager and Operations Team for timely action. 
•    Prepare reports on technical progress and issues for the Project Manager and Operations Team.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Electrical Engineer will work under the direct supervision of the Project Manager and in collaboration with the project team.

Required Skills and Experience

Education:
•    Advanced university degree (master's degree or equivalent) in electrical engineering – high voltage is required, or 
•    A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:
•    Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience, in implementation and supervision of high voltage electrical engineering projects in Kosovo is required.

Required skills:
•    Author or coauthor of at least three (3) electrical high voltage engineering project designs is required; 
•    Experience in developing BoQs, technical specifications, RfPs, and related documents for electrical construction/reconstruction/interventions/rehabilitation projects; 
•    Proven electrical engineering experience in construction, buildings and infrastructure works
•    Evidence of application for a professional licensing in the MESPI according to law NO. 08/L - 012 for Chambers of Architects and Engineers in the Field of Construction; 
•    Experience in the use of computers and office software packages (MS Word, Excel, CAD, etc.)

Desired skills:
•    Proven familiarity with the UN system is an asset.
•    Experience in working for an international agency, donor organization, or NGO in the same role is a distinct advantage;  

Required Language(s) 
•    Fluency in English and Albanian or Serbian is required.
