Terms of Reference

The Multicounty Office in Argentina (MCO ARG) covers Argentina, Bolivia, Chile,
Paraguay and Uruguay, mainly countries of destination for refugees and
migrants with need for immediate humanitarian assistance, protection
intervention and, at the later stage, for various types of durable solutions.
By the end of 2022, the Southern Cone hosted over 748,558 forcibly displaced
people. With Venezuelans refugees and migrants constituting more than 90% of
the population UNHCR works for in the sub-region, the RMRP (R4V) National
Platforms co-led by UNHCR and IOM have become the key coordination
structures for joint situational assessments, planning and implementation of the humanitarian response.
With permanent UNHCR presence in Buenos Aires, Santiago de Chile and
Montevideo, and field presence in Arica (Chile), Iquique (Chile) and La Paz
(Bolivia), the Multicountry works with governments, civil society and the people
we work for to guarantee access to the territory, fair access to asylum,
regularization and local integration.

The ideal candidate for this position should have excellent oral and written communication skills, be an active listener, and demonstrate strong attention to detail and organizational abilities. He/she should be familiar with graphic design software and have experience in video and photo editing, content writing, event organization, and public relations. Additionally, the candidate should have experience in press clipping, social media programming, and website content creation. Experience working with international organizations, particularly in the field of human rights and multi-country agendas, is highly desirable.

Duties:
• Follow-up on Administrative and Logistical arrangements to organize press briefings and other events, such as workshop and conferences, in coordination with different implementing agencies and partners.
• Contribute to the production of information material for public awareness campaigns and for the preparation of in-house bulletins, newsletters and information kits by contributing to articles, reports and other information gathered from various sources; liaise with printers concerning brochures and publications published by the office.
• Draft routine correspondence, texts and public information material for the office's newsletter and website.
• Distribute press statements and similar information to media, to other offices locally as well as to Headquarters.
• Creation, monitoring and follow-up of communication content performance.
• Joint visibility monitoring with other partners.
• Updating of content for the website.
• Daily monitoring and sending of news clippings.
• Support in activities and coverage of the office's actions.
• Support for the daily programming of social media accounts, and preparation of the content grid/schedule.
• Monthly report on analysis and monitoring of social networks.
• Support in the design and preparation of digital material on a monthly basis.
• Maintain up-to-date filing system and appointments diary.
• Participate in work meetings whenever required.
• Prepare follow up reports whenever required.

Standard Job Description

Clerk

Organizational Setting and Work Relationships
The Clerk provides clerical and administrative assistance to the immediate supervisor and/or the Office as a whole. The incumbent is normally supervised by an Officer or Associate. S/he receives regular guidance and instructions from the supervisor on procedural aspects of the work. As per specific instructions, the incumbent may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
- Provide general clerical support to the work unit and, if required, visiting staff members.
- Maintain the records in the work unit, create files for correspondence, reports, including confidential files.
- Manage conference room booking and ensure that the facilities are well arranged and prepared with adequate supply to cover number of intended guests.
- Maintain a proper record and inventory of stationary items in the work unit and ensure a well-stocked office.
- Sort and prioritize incoming correspondence, reports, etc. and direct to other responsible staff members where necessary.
- Arrange and forward records for archiving and maintain records of files sent for archiving.
- Maintain calendar of appointments and schedules of meetings and travel for the supervisor, perform such clerical tasks as the completion of travel authorization requests, stationery request forms, etc.
- May be required to prepare drivers¿ work schedule and maintain shift system.
- May be required to organize and maintain mail delivery (Pouch) and tracking system between offices.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
