International Potato Center POSITION ANNOUNCEMENT

Ref: N-25-06 PBC Officer/HQ/NRS PROJECT, BUDGET AND COMPLIANCE OFFICER The International Potato Center (CIP) seeks aproactiveand detail-orientedProjectBudget and Compliance Officer to oversee the financial management, compliance, and reporting of CIP's global project portfolio. This dynamic role requires exceptional analytical skills, a deep understanding of donor regulations, and the ability to supervisestaff andensure compliance throughout theproject lifecycle. The position will be based in Lima, Peru and will report to PBC Senior Manager.

1. Supervision and Staff Coordination

• Oversee and supervise project budget and compliance staff based in Lima, ensuring optimal performance and adherence to organizational standards.

• Provide guidance, training, and mentorship to team members to improve efficiency and professional growth.

• Conduct regular performance evaluations and support succession planning and staff development initiatives.

2. Financial Management and Compliance

• Monitor funding trends and manage functional area capacity to deliver high-quality financial services to projects.

• Review financial aspects of agreements to ensure compliance with IFRS, donor guidelines, and internal policies.

• Manage financial workflows, including revision of proposal budgets, project setup in ERP systems, financial reporting to donors, and corrections to the general ledger.

• Stay up to date with donor regulations and ensure adherence to compliance matrices, terms, and conditions.

3. Project Portfolio Reporting

• Produce accurate and timely financial and portfolio reports, including monthly management reports (e.g., W1&W2, W3, and Bilateral Funding).

• Monitor portfolio health, focusing on indirect cost recovery, exchange rate adjustments, budget variances, and audit readiness.

• Maintain organized and detailed records of project documentation to demonstrate compliance with donor requirements.4. Risk Management and Donor Relations

• Identify potential financial risks within the project portfolio and recommend corrective actions to mitigate issues.

• Serve as a key liaison with donors, ensuring effective communication and compliance with reporting requirements.

• Support internal and external audits and ensure that findings are addressed promptly. 5. Policy and Procedure Improvement

• Review and contribute to policies and procedures related to project accounting, financial management, and grants/contracts management.

• Work with project teams to disseminate donor-related information and ensure compliance with donor rules and regulations.

What are we looking for?

• Bachelor’s degree in accounting, Business Administration, Financial Management, Operations or related field.

• At least 8 years of professional experience in financial management and compliance, with a focus on donor-funded projects.

• Strong analytical skills (Master Excel) and proficient in MS Office

• Strong Knowledge of Bill and Melinda Gates Foundation (BMGF) guidelines and BMGF projects implementation.

• Strong Knowledge with USAID projects, FAR and ADS rules and regulations and OMB Circulars. • Knowledge of other international development funding eg EU; DfID.

• Aptitude for understanding complex regulations and monitoring financial transactions and documentation for compliance.

• Accounting software packages (ERP Preferable)

• Strong organizational, communication, and interpersonal skills.
