Job Description

Project Context and Scope

The Global Migration Media Academy (GMMA) is IOM’s flagship programme focusing on supporting countries to counter misinformation and xenophobia in media around the world. It provides online resources and foundational training to journalists, students and communications specialists and all stakeholders dealing with migration and media.  GMMA is a versatile programme that is easily adapted to provide the best possible support to the diverse needs of countries around the world. The GMMA aims to ensure migration-related topics are more objectively represented, ethically produced, factual and contextualised in journalism, multimedia and film. Supporting objective journalism means developing the capacities at individual, organizational and systemic level and GMMA seeks to develop a broad range of capacity development tools that will allow media content creators of all walks of life to further skills and knowledge on migration related topics. These tools include a GMMA platform, an e-learning foundation course, various workshops and activities and a community of practice aiming towards a high professional standard that are integral to appropriate coverage of migrants and migration in general. 

The Capacity Development for Migration Management (CD4MM) methodology and approach supports IOM country offices in providing ever more coherent and systematic capacity development support to government partners and stakeholders with a view to enhance programmatic impact and long-term sustainability. The methodological approach and guidance developed by the initiative is, thus, complementary to existing tools and methods which focus mainly on the technical content of capacity development. 

The GMMA needs a consultant to conduct capacity needs assessment of local partners and stakeholders using the Capacity Development for Migration Management (CD4MM) methodology and to conduct GMMA activities and service roll-out promoting ethical and accurate migration related reporting in countries.  The consultant will be working under the direct supervision of the GMMA focal point.

Responsibilities

Tasks to be performed under this contract
 
  • Assist with drafting, implementing and monitoring a capacity needs assessment and sustainability action plan for the GMMA in the country office. 
  • Recommend adaptations of the outputs and activities to meet emerging needs and changing environment, in close coordination with the GMMA focal point.
  • Support the delivery of the outcome and outputs of the operationalization of the CD4MM Approach.
  • Facilitate communication with field offices and with key stakeholders.
  • Supporting the implementation and facilitation of GMMA service rollout including capacity building, trainings, outreach programs and initiatives.
  • Identifying and driving opportunities for partnerships and collaborations with academic partners, journalism associations, media outlets and other organizations.
  • Support with development and preparation of training materials, e-courses, presentations and other necessary materials.
  • Preparing reports and maintaining records of GMMA service rollout activities and events.
  • Conducting surveys and feedback sessions where necessary to assess the effectiveness of GMMA outreach and rollout initiatives.
  • Perform any other duties assigned.
  • Driving conversation and engagement within the GMMA community of practice and developing strategies to increase community involvement and engagement

Qualifications

Education
  • Master’s degree in social sciences, migration studies, international development studies, sociology, business administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Evidence of course-work or certification exploring the discipline of capacity development and/or change management (whether as a standalone course/certificate or as part of a wider curriculum) is desirable
Experience
  • Experience in supporting programme design; 
  • Experience liaising, guiding and/or coaching national stakeholders and/or own colleagues and staff;
  • Experience working in regions/countries relevant to IOM’s capacity development work.
  • Experience with coordination or administration activities.
  • Experience in community engagement, media engagement or similar role
  • Knowledge of issues relating to promoting positive migration narratives in the media and countering misinformation and xenophobia.  
  • Experience in design and implementation of strategies to disseminate media content for advocacy purposes.
  • Excellent communication and interpersonal skills
  • Strong organizational skills and ability to manage multiple projects
  • Ability to work in a team-oriented environment
  • Experience working with UN or other international organizations beneficial.
Skills
  • Familiarity with capacity development programme implementation, engagements and partnerships with national stakeholders (not revolving around direct assistance and service provision and/or linear training);
  • Knowledge of IOMs mandate, structure and ways of working.
  • Knowledge of approaches and methodologies for capacity development support in the context of development cooperation.
  • Active listening, coaching and mentoring skills.
  • Excellent communication skills (oral and written). Fluency in local language is an added advantage.
  • Good understanding of media and communication landscape in the country and conducting of training of journalists and media professionals. 
  • Excellent level of computer literacy.
  • Strong organizational skills.
  • Ability to work effectively and harmoniously in a diverse environment.
  • Proven ability to produce accurate, high-quality work and meet deadlines.
  • Ability to multi-task, prioritize and work independently.
Languages
  • Fluency in English 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
 
Travel required

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
