Job Description

IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to support governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IBG Jordan’s mission activities are designed in partnerships with the Jordanian governmental entities and other relevant interlocutors to identify needs, determine priority areas, and shape and deliver interventions. The IBG team’s activities are continuously evolving to meet new migration dynamics on the national, regional and international level. The activities are dedicated to enhancing border management, infrastructure development, and capacity building in collaboration with various stakeholders. 
IBG currently focuses on supporting the Jordanian Armed Forces (JAF) in promoting women's peace and security through gender sensitization trainings, constructing female accommodation facilities, and providing tailored training programs. Additionally, it works closely with border management and intelligence agencies to empower frontline female immigration officers and augment border.
Under the overall supervision of the Head of Programmes, and direct supervision of the Migration Management Officer and Senior Engineer, the successful candidate will be responsible for supporting the implementation of the specified activities under the Immigration and Border Governance projects. 

Responsibilities

  • Provide support in preparing detailed Bill of Quantities (BoQ) and designs (architectural, civil, electrical, and mechanical) that meet the stockholders and governmental requirements.
  • Monitor all construction works (civil, architectural, electrical, and mechanical) to verify compliance with the local international building codes, safety regulations, and environmental sustainability standards.
  • Prepare, review, and seek approval of technical designs, (BOQs), and other project documentation to ensure accuracy and feasibility.
  • Coordinate procurement activities related to construction materials, ensuring adherence to quality standards and IOM procurement guidelines.
  • Assist in monitoring construction activities by conducting site inspections, audits, and maintaining detailed records of progress, material usage, and any variations or changes to the project scope.
  • Work closely with the Procurement and Logistics teams to contribute in the preparation of tender documents, evaluate bids, and select contractors.
  • Provide technical direction to verify the delivery of high-quality project outputs.
  • Support the integration of renewable energy systems into existing infrastructure, ensuring seamless operation and compliance with all relevant standards.
  • Provide technical support for projects at the borders, including enhancing facilities for military personnel and upgrading border crossing infrastructure.
  • Contribute to the preparation of regular project reports, including technical evaluations, financial updates, and risk assessments, for submission to senior management, donors, and external stakeholders.
  • Liaise with government bodies, local authorities, contractors, and international stakeholders to verify alignment on project objectives and smooth implementation​.
  • Participate in technical discussions by providing technical advice or recommendations.  
  • Foster strong partnerships with clients and facilitate effective communication on project progress, risks, and changes.
  • Travel frequently to the project sites as needed.

Qualifications

EDUCATION

  • Master’s degree in architecture engineering, civil or structural engineering  from an accredited academic institution; or
  • Bachelor’s degree in the above fields with 2 years of professional experience.

EXPERIENCE

Required:

  • Experience in civil engineering with demonstrated expertise in managing large-scale infrastructure projects.
  • Significant experience with POE buildings and military infrastructure projects.
  • Experience in renewable energy and solar project design and implementation.
  • Strong knowledge of Jordanian engineering standards and regulatory requirements​.
  • Experience supervising staff.

Preferred:

  • Experience working with international organizations, is highly desirable​

SKILLS

  • Excellent English and Arabic language skills.
  • Excellent written and oral communication and networking skills
  • Excellent in AutoCad, Revite, 360 program, and Engineering programs 

Proficient use of Microsoft office (Outlook, Word, Excel)
