Job Description

Context
 
Under the direct supervision of the PSU Officer and with a secondary report to the Chief of Mission for IOM Tajikistan, and in close coordination with Senior Regional Project Manager of the Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) (DTM REMAP) in IOM’s Global Data Institute (GDI), subregional MTM Coordinator in Almaty, Kazakhstan, and Regional Office in Vienna, the Senior Project Associate (MTM / IM) is responsible for supporting all aspects of reporting on the implementation of Mobility Tracking and of various activities or projects which may develop within the Mobility Tracking Matrix (MTM), and the information management-related responsibilities in the mission.

Responsibilities

  1. Assist the timely planning and implementation of the ‘Regional Evidence for Migration Analysis and Policy (REMAP) project’ and data related programme activities in Tajikistan, taking steps to achieve the project indicators, as well as considering the cross-cutting issues and disaggregated data collection. 
  2. Provide inputs for the development of work plans and activity schedules for MTM operations, including, but not limited to data collection, processing, and analysis for all areas of agreed upon coverage for each round of the data collection.
  3. Keep the supervisor informed on the status of MTM projects’ implementation.
  4. Coordinate data collection with local partners to facilitate harmonized action at the field level. Participate in field assessments with MTM data collection techniques to gather timely information about population mobility, movement flows, and any other source of data required. 
  5. Assist with data collection, data entry and data analytics tools to facilitate the accurate and reliable data collection, storage, and submission in a timely manner, to be further processed.
  6. Verify and monitor the quality of data collected and take corrective measures as required; perform quality control and verify consistency of the information being collected.
  7. Prepare data-analysis and analytical data outputs for all areas of agreed upon coverage for each round of the data collection. 
  8. Draft MTM reports for all areas of agreed upon coverage for each round of the data collection and assist with review of MTM Dashboards. 
  9. Assist in timely preparation and dissemination of other project reports in accordance with IOM procedures and donor requirements.
  10. Assist in developing guidelines and training materials and organize training sessions on data collection tools and MTM information systems for the field staff and relevant partners.
  11. Participate in MTM programme meetings and events organized at the local and national levels.
  12. Assist in the planning, development, organization and delivery of MTM capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
  13. Assist in various activities aimed at enhancing information management in the mission, including, but not limited to enhancing and standardizing data management processes, facilitating trainings and awareness, enhancing collaboration tools, and utilizing improved analytics and reporting tools.
  14. Provide training and technical guidance to assigned project staff.
  15. Undertake duty travel relating to project implementation, field data collection monitoring visits, project assessments, technical support, etc.
  16. Respect IOM’s Data Protection Principles; comply with relevant IOM policies, especially on Data Protection and Information and Communications Technology (ICT) standards on data and information security. Verify that relevant standards, manuals, and guidelines are integrated into the DTM implementation, especially IOM Data Protection Manual and Information and Communications Technology (ICT) standards.
  17. Support sub-regional data and research activities in Central Asia Missions when needed.
  18. Perform any other related duties as may be assigned.

Qualifications

Education
  • Bachelor’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution with four years of relevant experience; or
  • High school diploma with six years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience working in international organizations and the humanitarian community.
  • Experience in data collection, research, and report writing.
  • Experience in statistical analysis (STATA, SPSS, etc.) is a distinct advantage.
  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets.
  • Experience in the development and implementation of population databases is a distinct advantage.
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.
  • Work experience in or knowledge of Tajikistan and/or the Central Asia region would be an asset.
  • Experience liaising with and organizing capacity building activities to government authorities and other stakeholders. 
  • Experience working in field level data collection, including surveys, key informant interviews, focus group discussions. 
  • Experience conducting training and supervising enumerators / data collection exercises.
  • Knowledge of Open Data Kit (ODK) and Kobo technology. 
  • Knowledge on IM and data principles.
Skills
  • In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;
  • Familiarity with mobile data collection technologies and GPS an advantage;
  • Ability to compile and holistically analyze diverse datasets, database development is a distinct advantage.
  • Capable of identifying issues in data collection or project implementation and taking necessary actions to resolve them.
  • Ability to work effectively in a team, providing technical guidance and support to colleagues
  • Ability to engage with donors, government, and civil society partners, ensuring project alignment with broader objectives and requirements.
  • Ability to verify, clean and process data. 
  • Computer literacy required: MS Office suite (Word, Excel, Access, PowerBI). 
  • Skills on GIS tools including ArcGIS Desktop, Server and Online is desirable. 
  • Excellent communication and interpersonal skills.
Languages
  • Fluency in English and Tajik (oral and written). Working knowledge of Russian.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
