Job Description

Context
Under the overall supervision of the Chief of Mission, and direct supervision of the Senior Project Associate (MTM / IM) in IOM Tajikistan, and in close coordination with the Senior Regional Project Manager of Regional Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) (DTM REMAP) in IOM’s Global Data Institute (GDI) and the Subregional DTM Coordinator in Almaty, Kazakhstan the MTM Tajikistan team, the Database Associate (MTM / IM) will be responsible for providing specialized support to all aspects of the development and implementation of MTM databases and application systems in Tajikistan, as well as the following activities related to MTM and IM.
Responsibilities
- Assist in the planning, developing and implementing of all IM activities under the DTM REMAP phase 2 project.
- Participate in the development of and implement and administer database information systems to gather and process information required for MTM implementation, using industry standard design principles and patterns to attain high re-usability and maintainability.
- Assist in creating database structures, end user interfaces and participate in preparation of business requirement documentation and training materials.
- Assist in improving and automating data validation mechanisms to support operational and reporting systems.
- Proactively monitor integrated processes/database use, especially by field staff, and contact users to identify difficulties related to the database, server, or connectivity.
- Support the design and development of MTM forms, using KOBO Toolbox.
- Participate in the revision of the tools.
- Support the reporting and analysis of data. Help maintain data consistency and provide statistical information and mapping.
- Participate in the development of and implement proper backup, restore, data validation, and security procedures to verify data integrity and availability.
- Assist in managing and training of the data enumerators to verify the quality of data entered into IOM databases.
- Facilitate proper archiving/saving of the encoded data and of the maintenance of the equipment used in the field, as per established procedures.
- Support other IM activities in IOM Tajikistan identifying strategic entry points for MTM expansion and development.
- Respect IOM’s Data Protection Principles; ensure compliance to relevant IOM policies, especially on Data Protection and Information and Communications Technology (ICT) standards on data and information security. Verify that relevant standards, manuals, and guidelines are integrated into the DTM implementation, especially IOM Data Protection Manual and Information and Communications Technology (ICT) standards.
- Support sub-regional data and research activities in Central Asia Missions when needed.
- Perform other duties as they might be assigned.
Qualifications
Education
- Bachelor’s degree in Information Technology, Computer Science, Data management, or a related field from an accredited academic institution with three years of relevant experience; or,
- High school diploma with five years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in data/information management, preferably in the humanitarian sector.
- Experience in .NET software development (particularly on ASP.NET) with SQL databases and experience in developing web-based database applications using Drupal and JavaScript.
- Experience with International Organizations, INGO or LNGOs is an advantage.
- Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets is an advantage.
- Experience in the development and implementation of population databases is an advantage.
- Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.
- Work experience in or knowledge of the Central Asia region would be an asset.
- Experience in statistical analysis (STATA, SPSS, etc.) is a distinct advantage.
Skills
- Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing.
- Familiarity with mobile data collection technologies and GPS.
- Ability to verify, clean and process data.
Languages
- Fluency in English and Tajik (oral and written). Working knowledge of Russian.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
