Purpose
Buyer 1 supports the procurement process in a specific country in accordance with ICRC rules and regulations.
Accountabilities & Functional responsibilities
• Conducts research into the availability of goods and services in the local market.
• Clarifies requests through direct contact with the initial requester (client) if needed.
• Drafts Requests for Tenders/Quotes (RFT/RFQ), Selection Tables (ST), Contracts and Frame Agreements (FA) and ensures they contains all relevant information.
• Manages tendering process in terms of distributing, receiving and opening in accordance with the rules and guiltiness.
• Ensures Shells are created, and all required documents are uploaded to Paperless Profiles before submitting STs, Contracts and FAs for validation.
• Follows up Frame Agreement closely and ensure their renewal in due time.
• Strictly follows all ICRC procedures and guidelines.
• Receives goods and checks that they correspond to quantities and quality specified, agreed and ordered.
• Ensures orders are delivered in time and provides reasons for delay and a new estimated delivery date to concerned parties.
• Always maintains the supplier’s files updated.
• Reports any changing on the local market.
• Trains the new recruited staff in KAD purchase and supports LAK purchase team.
• Translates documents from English into National languages and vice versa as required.
• Prepare weekly activity planning to organize the overall work and update it when required and communicate the plan with the direct supervisor and the purchase team.
• Always uses latest procurement templates.
• Ensures no retroactive POs are created after invoice date.
• Improves the level of compliance by ensuring Procurement Files are complete with all required documents before submission.
• Increases the Timeliness level of PO File submission by respecting the defined timelines of first submission and resubmission.

Certifications / Education required
- High school diploma.
- Certifications in purchasing, procurement or supply-chain management.
- Confirmed technical skills in procurement.
- Computer proficiency.
- Good command of English.
Professional Experience required
- Good knowledge of the local market(s).
- 3 years' experience in a similar position.
- Good knowledge of and experience with financial rules, procurement procedures and supplier management.
