JOB TITLE: Program Assistant (Data Management)
TYPE OF CONTRACT/GRADE: Fixed Term / G5

DUTY STATION: Amman, Jordan
DURATION: 1 year with the possibility of extension based on performance
BACKGROUND AND PURPOSE OF THE APPOINTMENT:
Jordan currently hosts over 1.3 million Syrian refugees, half of them being registered with UNHCR. In response to this large number of Syrian refugees, WFP currently provides general food assistance (GFA) through Cash-based Transfers (CBT) to almost 310,000 UNHCR-registered Syrian and Non-Syrian refugees in Jordan. The implementation of the CBT programming is supported by substantial analytical effort, including regular vulnerability assessments of Syrian refugees, market and financial assessments, cost efficiency and effectiveness analysis, targeting and validation exercises and continued monitoring and evaluation. As the Syrian conflict persists, efforts are underway to strengthen the quality of the existing CBT programming and its data assurance elements. At this regard, the Data Management Assistant will be a core function in Data Assurance Unit, and he/she will support and lead on all the data assurance processes related to CBT (e.g. data reconciliation, analytics, anomaly detection, visualization, etc.). Finally, the Data Management Assistant will also be responsible for data acquisition, transformation, cleaning, validation and will closely support and/or collaborate with WFP HQ on existing IT data warehouse/HQ systems.
ACCOUNTABILITIES/RESPONSIBILITIES:
Within delegated authority, the Data Management Assistant will be responsible for the following duties:
- Responsible for data cleansing, validation by identifying any discrepancies and/or anomalies in data, to ensure data accuracy, consistency, and accurate relevance with requirements.
- Manage data on cloud and on premise, to ensure information is organized and ready for reporting, analysis, and mapping to corporate solutions.
- Ensure timely and quality delivery of unit’s new reports, including periodic, and ad-hoc reports.
- Maintain automated reports and dashboards for data analysis for various program activities and all relevant units.
- Provide technical documentation and proof-read reports when required.
- Assist in the transition and integration to corporate systems which includes data ingestion, from multiple sources, data management, and reconciliation.
- Support in data collection, creating validation rules, and data models.
- Perform thorough testing for digital solutions against basic requirements and required functionalities. In addition to evaluating end-user feedback and collect any change requests.
- Other duties, as required
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Bachelor of Science in Information Technology, Computer Science, or related field is an asset.
Experience: At least five (5) years of progressively professional working experience in data analysis, business intelligence, information management.
Knowledge & Skills:
- Solid knowledge and experience in database systems including SQL Server, Postgres and Access.
- Strong competencies and advanced skills in Excel.
- Experience in data processing, analysis, reporting, preferably in an Information Technology department.
- Experience in working on dashboards and visualization tools like Tableau, QlikView, and Power BI is essential.
- Knowledge of work routines and methods under minimal supervision, in order to complete processes and ensure relevance and usability of the data.
- Ability to identify data discrepancies and rectify problems requiring attention.
- Working experience in analyzing data using Python is a plus.
- Knowledge of Azure and AWS cloud platforms is preferable.
- Basic knowledge of data security principles and encryption tools.
Languages: Fluency in both oral and written communication in English/Arabic.

WFP is following the UN salary scale in Jordan; the expected net pensionable salary ranges between JOD 17,286 and 22,091 per year; depending on the years of experience exceeding the minimum requirements.
