SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVIES OF THE POST
Project IDENTITY intends to enhance West African law enforcement authorities’ capacity to process (collect, record, consult, transmission, use, disclosure and deletion), via INTERPOL Information System, biometric data (in particular face and finger) from individuals who are of interest for the purposes of international police cooperation.
Increasing the information held in INTERPOL’s databases will strengthen member countries’ ability to detect criminals globally, particularly at the border.
Under the supervision of the Senior Coordinator FPDM, the incumbent will be required to apply their biometric knowledge to diverse range of tasks as required by the needs of the IDENTITY project and its alignment with the overall biometric strategy of the organization.
PRINCIPAL DUTIES AND ACTIVITIES
In the order of importance, indicate main duties and activities performed by the post holder: supervisory responsibility, taking decisions, etc.
DUTY 1
Overseeing the Project’s operations in the implementing countries, including through strategy development, progress monitoring, risk assessment, and finding adapted solutions to problems, when necessary in close coordination with the Project Manager assigned to the project

Coordinating the implementation of the project in each individual country, including through mentoring and close supervision, in close coordination with the Project Manager assigned to the project

Developing the training strategy.
D DUTY 4
Providing a permanently updated picture of implementation in the implementing countries.
D DUTY 5
Providing the FPDM Managers with strategic advice on the implementation of the Project.
D DUTY 6
Actively engaging, whenever necessary, with high-level authorities in implementing countries.
D DUTY 7
Engage and collaborate with other related capacity building projects being delivered in the region to identify and benefit from possible synergies and to avoid duplication of efforts.

Coordinating administrative and management issues in relation with field implementation, in close cooperation with the Project Manager dealing with the project.

Representing the Project at important external events

Performing all other duties as directed by the FPDM Managers.
QUALIFICATIONS, COMPETENCIES AND SKILLS
Education and qualification required:
- Three to four years’ education at a University of specialized higher education establishment.
Experience required:
- Minimum 5 years’ relevant experience at national and/or international level in law enforcement/criminal law related fields in the forensic and/or border control domains.
- Experience in implementing or coordinating programmes / projects.
- Working experience in West Africa.
- Experience in planning, reporting (including financial), and managing complex tasks and projects with minimum supervision.
- Experience in working with other international would be an asset.
languages:
- Professional fluency in both English and French.
Abilities required:
- Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software.
- Excellent organizational skills and resourcefulness.
- Strong communication skills, both in written and oral form (public speaking and delivery of presentations).
- Ability to independently write comprehensive reports and decision-making documents.
