Field Associate
Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
2.Knowledge and experience relating to sphere standards, UNHCR standards and indicators, Humanitarian Needs Overview (HNO) Severity mapping, People in Need (PiN) and Humanitarian Response Plan (HRP)are essential.
3.Capacity to establish and maintain good working relations is essential. Good interpersonal and communication skills are important for the position. Proven experience, technical knowledge of applicable UNHCR tools and systems, and a good understanding of programmatic processes are essential for the position. Equally essential is prior experience, at least year, of working in Refugee, IDP, Return and Reintegration programmes.
4.A minimum of one year experience with monitoring and identifying potential gaps and problems and recommending appropriate solutions to ensure the continued efficient implementation of humanitarian programme activities and effective coordination with other partners. The position requires knowledge and experience with contingency planning, emergency response and risk management.
5.Given the demanding nature of humanitarian work, the incumbent is expected to be capable of working under very stressful circumstances, manage short deadlines, unplanned for activities and focus on priorities.
6.The candidate must have the requisite qualifications and expertise to carry out the roles and responsibilities of the position.

Nature of Position:
The position of Field Associate G6, is based in UNHCR Field Office Aleppo (SOA) whose area of operation covers Aleppo and Rural Aleppo. Refugees, Asylum Seekers, Returnees, Internally Displaced Persons (IDPs), Stateless Persons and some communities hosting the aforementioned categories of persons are among the people that UNHCR SOA is working with and for. SOA is involved with other partners in Area Based Return Support (ABRS) activities.
The Field Associate reports to the Assistant Field Officer and works in close coordination with other units including Programme, Protection, Supply and Project Control.
The incumbent serves as the primary focal point responsible for conducting field visits to assess needs within the Sub-Office Aleppo's (SOA) area of responsibility. Their role involves identifying and analyzing needs during these assessments and effectively communicating the findings to the relevant units within the UNHCR Aleppo Office and other coordination mechanisms in the designated area. This ensures that identified needs are appropriately addressed and adequately covered.
Under the guidance of the Assistant Field Officer, the Field Associate, oversees solar and energy-related projects within Aleppo and Rural Aleppo through the entire project life cycle from assessment planning, resource allocation, implementation, monitoring, and reporting.
Working closely with stakeholders and ensuring effective and efficient implementation of cash Based Interventions (CBIs) including participation in market assessment and Post Distribution Monitoring (PDM) analysis are among the responsibilities of the position.
In addition to requiring regular liaison with other units within SOA, the position also requires coordination with the UNHCR Country Office in Damascus to ensure that all activities pertaining to solar and energy-related projects operations are carried out in accordance with the UNHCR manuals and relevant policy papers on operations delivery and other guiding rules and procedures.
Understanding and experience of the various protocols and procedures for working with local NGOs, International NGOs, UN agencies, Donors and Government institutions is a requirement.
