About NRC:

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal Assistance, and water, sanitation, and hygiene sectors. NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced.   Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.

Role and responsibilities

The purpose of the officer position is day-to-day implementation of the support (finance) functions responsibilities. 

The following is a brief description of the role.

Generic responsibilities:

• Implement NRC’s systems and procedures at area level
• Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
• Prepare and submit reports and analysis
• Ensure proper filing of all support documents
• Support line managers in procedures and require support team training
• Ensure that the accounting, monitoring and reporting are according to procedures
• Support project staff in financial matters
• Maintain budget control and monitor cash flow for the area
• Promote the rights of refugees in line with the advocacy strategy.
• Ensure that key learnings are extracted from operations regarding protection,

Specific responsibilities 

• Support Area Manager in donor budget preparations and budget management
• Lead the budget monitoring practice at area level and provide support 
• Lead the daily financial verification, payment preparations and accounting at area level;
• Contribute to the development and implementation of internal control procedures at area level;
• Support Area Manager for monthly budget monitoring and budget controlling
• Arrange monthly meetings with budget holders to review Budget Monitoring Tool
• Update Master Budget on monthly basis in consultation with Area Manager
• Ensure monthly transactions are closed on timely manner
• Ensure supporting documents are archived before releasing the payments
• Financial verification for local partner at Area level

Competencies

Professional competencies

Generic professional competencies:

• At least 4-5 years of working experience in a similar position 
• University degree in accounting
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Good knowledge of written and spoken English; Fluent in written and spoken Farsi. 

Context related skills, knowledge and experience:

• Microsoft Excel, Word, Outlook and Power Point 
• Banking procedures in Iran

We Can Offer

Contract: 3 month probation with possibility of extension

Salary: based on NRC grade structure- This position is grade 6 of the organizational grading and structure *This position is in mid-managerial/supervisorty level of NRC*

Duty Station: Iran-Kerman with field visit (some) to the provinces where NRC Area South is operating (Such as other areas/towns within Kerman Province, Hormozgan, Sistan & Balouchestan and Yazd)
