Purpose of consultancy

The incumbent coordinates and oversees several public health functions including surveillance and outbreaks detection and response in Basra, Iraq. In particular, s/he supports CCHF public health interventions for CCHF prevention and control such as improved detection and clinical care. S/he is responsible for supporting the implementation of the CCHF survivor care programme. S/he coordinates within WHO, with national authorities and with partners and all activities related to CCHF. The incumbent will also participate in activities at national in support the development of the CCHF preparedness, alert, control and evaluation operational manual and other related materials.

Background

The mission of WHO's Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to coordinate the health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHO Country Office for Iraq supports the national authorities in their efforts to prepare for and respond to outbreaks including CCHF and other high impact epidemics. WHO Country Office for Iraq contributes to the development and the implementation of a package of interventions related to CCHF in most affected Governorate. In Basra Governorate, WHO Country Office for Iraq supports the first-ever CCHF survivor care programme.

Deliverables

·Deliverable 1 (Through the Contract Period): Provide overall guidance and coordination for all activities related surveillance and outbreak detection and response. In particular, the incumbent will provide support to the CCHF survivor care programme in Basra governorate. This also includes providing overall guidance and support to WCO Iraq in case similar programmes are to be developed in other Governorates.

·Deliverable 2 (Through the Contract Period): Provide a stable operational platform for the delivery of the CCHF survivor care Program, ensuring high-quality support services, the provision of clinical guidance and training to service providers supporting survivors, affected families, and their communities and support to national authorities.

·Deliverable 3 (Through the Contract Period): Provide Manage the administrative, financial, and human resource aspects of the program, producing regular technical and financial reports to the 3-levels of the organization, and ensuring the program is fully compliant with organizational policies and administrative procedures.

·Deliverable 4 (Through the Contract Period): Provide Foster strong collaboration with national authorities, NGOs, and UN agency counterparts through consistent participation in coordination meetings to evaluate program delivery and to identify corrective measures to improve service efficiencies and effectiveness.

·Deliverable 5 (Through the Contract Period): Provide Contribute to the development of the CCHF preparedness, alert, control and evaluation operational manual and other derivative material (clinical care training, laboratory training, …), seeking and coordinating inputs from national and sub-national stakeholders.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:An advanced university degree in health sciences, medicine, epidemiology, biology or any other related fields.

Desirable:Training on epidemiological, surveillance and response/outbreak investigation/field epidemiology.

Experience

Essential:At least 5 years progressive experience in managing a public health program at local and national levels.

Desirable:

·Experience in developing countries and in successfully running public health programmes at national level.

·Prior working experience at field level, with WHO, other UN agency, or with an international nongovernmental organization.

Skills/Knowledge:

·High-level managerial, analytical and negotiating skills.

·Skills in programme design, implementation and budget management.

·Demonstrated ability to represent the Country Office in dealing with government, UN agencies, bilateral and multilateral agencies and non-governmental organizations.

·Excellent communication skills.

·Strong documented experience in project management and implementation of public health programs.

·Strong experience in working in Basra, Iraq and good knowledge of the Iraqi health system. Experience in developing and promoting collaborative partnerships.

·Experience managing CCHF survivor programmes.

Languages and level required (Basic/Intermediate/Expert):

Essential

Expert knowledge of Arabic and English

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The incumbent may be expected to travel. The Organization will cover for her/his travel costs.

Remuneration and Expected duration of the contract (Maximum contract duration is 6 months per calendar year)
