Position Title : Consultant – Development of Smartphone Application to Identify Victims of Trafficking in Person in Indonesian Waters under the STREAM Project

1.    Background 
Since September 2023, IOM Indonesia, through the Immigration and Border Governance (IBG) unit, with support from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), has been implementing a two-year project titled ‘Transcending Borders: Strengthening Coordination, Detection and Management of Migration-Related Transnational Organized Maritime Crime in Indonesia’ (STREAM Project).

Officially launched in a multi-stakeholder consultation meeting on 4 March 2024, the STREAM Project’s primary objective is to support the Government of Indonesia (GOI)’s efforts on enhancing multi-agency coordination and capacities in combatting migration-related transnational organized crimes (TOC) in Indonesian waters, including Trafficking in Persons (TIP) and Smuggling of Migrants, with the involvement of maritime security agencies, academics, coastal communities, and other relevant stakeholders. Particularly, the STREAM project will undertake gaps analysis to better understand gaps in capacity, processes, policy and overall needs to address emerging issues and concerns pertaining to migration-related TOC at sea, supported by in-depth research on the migration dimensions of TOC.

Following the research, IOM will provide a technical support to the Indonesian National Police (INP) to utilize a standardized screening form and referral mechanism that will be integrated into a smartphone application. The screening form and referral mechanism have been updated during a series of consultation meetings with INP, relevant GOI agencies and CSOs in several regions, and tailored to the maritime settings. The smartphone application will be further used by INP’s frontline officers, particularly those who are responsible to monitor activities in Indonesian waters to conduct quick preliminary identification of potential victims of TIP. Once the smartphone application is finalized and endorsed by IOM, a manual book for users on how to use the application will be developed, and the application will be tested and delivered to INP through roll-out training which will include a final day of field testing.

2.    Nature of the consultancy & IOM Project to which the Consultancy is contributing
Under the direct supervision of IBG Programme Manager, and in close coordination with the counter-trafficking unit of the mission, the consultancy will contribute to the implementation of the STREAM Project through the development of smartphone application to identify victims of TIP in Indonesian waters.


 

 

 

 

Responsibilities

 3.    Tasks to be performed under this contract
The consultant will be responsible to conduct the following assignments:
a.    Develop a smartphone application using the previous application as a base, including update/patch the system from any bugs that might be found for the smartphone application to identify potential victims of TIP by using Android operating system and any other related tasks as necessary. This application is supposed to be: (i) efficient and user-friendly; (ii) applicable in Android operating system; and (iii) include English and/or other languages that may be used by potential vulnerable migrants.
b.    Provide user manual book on the use of the smartphone application. 
c.    Facilitate and lead four (4) roll-out training and field testing in the national level (Jakarta) and three (3) provinces (Riau Islands, North Sulawesi, Maluku) on the use of the smartphone application.

4.    Tangible and measurable outputs of the work assignment
The end products expected to be delivered by the Consultant will be as follows:
a.    Final product of the updated smartphone application;
b.    User manual book;
c.    Report of roll-out training and field testing on smartphone application;

5.    Realistic delivery dates and details as to how the work must be delivered

The consultant will determine his/her final work schedule at the beginning of the assignment with the approval of IOM Indonesia’s Programme Manager of the IBG unit. The work schedule will set clear deadlines for the completion of each expected deliverables.

6.    Performance indicators for the evaluation of results
The quality, target, and detail of the work performed as established above as well as compliance with agreed delivery dates.

7.    Term of Payment
The fee for this consultancy will be determined and negotiated based on the experience of the consultant. It will be paid to the bank account indicated by the consultant with the following instalment for the period February - July 2025:
1.    The first instalment in the amount of 20% of the consultancy fee shall be paid upon signing of the contract.
2.    The second instalment in the amount of 50% of the consultancy fee shall be paid upon the submission of the updated smartphone application.
3.    The third instalment in the amount of 30% of the consultancy fee shall be paid upon the submission of the user manual book and the report of roll-out training and field testing* (trial application).
*The expenses of the roll-out training and field-testing of the application will be covered by IOM. 

8.    Reporting Lines
The Consultant will work under the direct supervision of the IOM Indonesia’s Programme Manager (IBG). As work progress, the Consultant will share expected delivery results including their findings concerning technical errors in the utilizations of the application as well as their recommendation on the developed application with the Programme Manager for review. The Programme Manager will ensure to provide timely comments on the consultant’s work and address any consultant’s request (i.e., additional information, government contacts, etc.).

9.    Consultant’s Workplace 
The Consultant is expected to be based in Jakarta, Indonesia with home-based arrangement. However, the consultant is also expected to come to the IOM Indonesia office, when requested, for meetings and coordination purposes, and with potential travels in targeted areas, as highlighted in the following section.

10.    Travel required
Travel will be likely required during the roll-out training and field testing on the use of the smartphone application. IOM will administer the travel cost and DSA of the Consultant, as per IOM regulation when travel is requested.


 

Qualifications

11.    Experience and/or skills required
The proposed consultant(s) should have the following competence:
a.    Have a minimum of undergraduate degree from accredited institution, preferably in Computer Science and/or an equivalent combination of training and experience.
a.    At least five (5) years of professional/industry experience in developing mobile app for iOS and Android. 
b.    Have excellent understanding of data collection and data protection principles.
c.    High proficiency in the use of Word and Excel applications.
d.    Have good understanding and communication skills both in Bahasa and English. 
e.    Experience in working with relevant governmental and non-governmental institutions and senior representatives in charge of Trafficking in Person’s policy and implementation in Indonesia would be a distinct advantage as well as previous experience working in an international organization. 
f.    Excellent time management skills and ability to produce outputs as per agreed deadlines.

12.    Required documents
The consultant will need to submit a technical and financial proposal in ENGLISH. Each submission must include the following: 
i.    Technical Proposal with a detailed profile of consultant (education, certification, previous work experience), methodology, proposed work plan outlines, sample of output used in each phase and processes of implementation, sample of previous work.
ii.    Financial Proposal listing all costs associated with the assignment in local currency (IDR). In particular, the financial proposal should itemize the following:
a.    Consultancy fees including additional supporting resources person per day/activity (as applicable).

13.    General Terms and Condition
Consultants should not assign, transfer, pledge, sub-contract or make other disposition of the consultancy contract or any part thereof, or of any of the consultant’s rights, claims or obligations under the consultancy contract except with the prior written consent of the IOM, in conjunction with HRM. Therefore, only in limited circumstances, when approved in advance.

14.    Evaluation
The technical proposals of Individual consultant shall be evaluated based on the following criteria and sub-criteria:
