Background

Diversity, Equity and Inclusion are core principles at UNDP:  we value diversity as an expression of the multiplicity of nations and cultures where we operate, we foster inclusion as a way of ensuring all personnel are empowered to contribute to our mission, and we ensure equity and fairness in all our actions. Taking a ‘leave no one behind’ approach to our diversity efforts means increasing representation of underserved populations. People who identify as belonging to marginalized or excluded populations are strongly encouraged to apply. Learn more about working at UNDP including our values and inspiring stories.

UNDP does not tolerate sexual exploitation and abuse, any kind of harassment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.

United Nations Development Programme (UNDP) Nepal works with the Nepalese, Government of Nepal, and other development partners to pursue equitable and sustainable human development goals to promote inclusive and resilient economic growth; improve the coherence and quality of governance across the three tiers of government and advance resilient and sustainable systems for use of natural resources through public policies, strong institutions, and active community participation. Additionally, special attention will be paid to (a) supporting national reforms and upholding the values of justice, human rights, equity and transparency; (b) promoting gender equality and social inclusion by supporting the strengthening and implementation of legislative and institutional frameworks related to international commitments; and (c) ensuring that the rights to economic and social security and potential of all marginalized groups are realized.

In parallel to the roll-out of its new Country Programme, 2023-27, UNDP Nepal is moving towards strategically repositioning UNDP's contributions in support of the Sustainable Development Goals and collaboration with national development partners. In line with this, the TCCF Plastics Circularity Project will be implemented or is being implemented with the aim of addressing the critical issue of plastic waste management in Nepal, particularly focusing to Khumbu Pasang Lhamu Rural Municipality (Solukhumbu), Kathmandu Valley, Butwal and Dhangadhi as target areas. The project is designed to support the transition to a circular economy by improving plastic waste management, promoting recycling, and reducing plastic leakage into the environment. By focusing on these targeted areas, the project will contribute to better public health, environmental protection, and the development of sustainable waste management practices. The project is expected to contribute to least 1,150 tons of plastics recovered through Material Recovery Facility (MRF) Centers and support 1,550 (600 Women) direct beneficiaries during the implementation period (November 2024 - October 2027) of the project. There are four components under the Project:

  • Stakeholder Engagement and Strategy Development: The project will engage stakeholders to develop strategies and roadmaps for replicating and scaling up successful plastic waste management interventions. This includes the establishment of multi-stakeholder platforms to ensure gender-sensitive and inclusive participation. At the end of the project, 4 business plans/management system will be developed/strengthened.
  • Implementation of Best Environmental Practices (BEP) and Best Available Technologies (BAT): The project will assist in deploying BEP/BAT for plastic waste management, including the establishment of Material Recovery Facilities (MRFs) and other processing units to improve the recycling and repurposing of plastics. At the end of project, at least 6 MRFs will be supported with technology and other management support.
  • Strengthening National Capacities and Guidelines: The project will enhance the capacities of national and subnational governments to implement plastic waste management strategies, develop guidelines, and strengthen regulatory frameworks. This includes integrating the informal sector into formal recycling systems and promoting gender-sensitive approaches. The project will generate direct benefits to 1,550 people (of which 600 women) and contribute to safety and livelihood option for the targeted waste workers to support the plastic waste management transformation toward clean, sustainable and resilient system.
  • Information Outreach and Knowledge Management. Finally, the project will develop and implement comprehensive knowledge management strategies, including the documentation of best practices, capacity-building initiatives, and the dissemination of information through training, workshops, and awareness campaigns. At the end of project, 4 awareness /training programs will be delivered and a specific knowledge management platform on circular economy will be deployed and fully used.

The project contributes to the CPD Outcome 1/Output 1.2: Expanded access to sustainable livelihoods and income for women, youth, poor and other marginalized groups. In addition, this project directly contributes to CPD indicator 1.2.4: Innovative enterprises promoted and sustained to foster green and circular development and reduced environmental pollution.

TCCF Plastics Circularity Project has already initiated to carry out a detail feasibility study and a comprehensive assessment Detailed Assessment of Social and Environmental Screening (SES) of the proposed sites for the Establishment/Strengthening Material Recovery Facility (MRF) Centers in Solukhumbu (Khumbu Pasanglhamu Rural Municipality), Kathmandu Valley, Butwal, and Dhangadhi aligned with UNDP’s Social & Environmental Safeguard Policy.
