General Duties

  • Ensure quality construction of all water supply infrastructures and ensuring good maintenance and sustainable processes are put in place.
  • Identify gaps in the infrastructure in the project sites and recommend for appropriate corrective actions and follow up on functionality.
  • Support team in sanitation and medical waste management activities when required
  • Following up the procurement process with supply chain team at field and Kabul level
  • Conduct meeting with contractors, CDCs, and Schools management shuras regarding the progress and quality of construction activities

  • Take lead for selection of communities with relevant Govt departments and other stakeholders for WASH interventions
  • Select appropriate materials, technologies, and solutions suitable for the environment and community
  • Develop engineering plans, technical drawings, and specifications
  • Coordinate with procurement teams for material and equipment acquisition.
  • Ensure all WASH facilities comply with national and international standards (e.g., Sphere Standards, WHO guidelines)
  • Ensuring the availability of affordable, safe, and effective menstrual products (e.g., sanitary pads, reusable cloths, menstrual cups, tampons). Promoting local production or supply chains for sustainable and culturally acceptable options.

Specific Duties:

  • Carry out Surveys, need assessments, make designs, and supervise constructions of boreholes, shallow wells, water yard facilities, pipe scheme networks rehabilitation and other area where required.
  • Review and validate as-built technical drawings, BOQs and scope of work for all planned constructions and rehabilitations of the related project activities.
  • Conduct water quality tests for the water points constructed or rehabilitated by organization at community , Health Facility and , schools’ level.

Minimum Qualifications:
  • Education: Water, Civil or Sanitation Engineer, or related university degree or diploma in water engineering/Civil engineering
  • Years of Experience:  2-3 years’ experience in the field and in managing and implementing Water and Sanitation programs in war affected areas or rural and remote environments
  • Technical Competency:  Good knowledge of Engineering design software AutoCAD, EPANET, Familiarity or experience with SPHERE Standards
  • Skills:
  • Communication and reporting skills
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
