ORGANIZATIONAL CONTEXT

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora. The Division of Circular Economy and Green Industry (TCS/CEG) contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment.

 

The Division promotes just transitions to circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for SMEs. This contributes to climate neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature.

 

The Division acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral cooperation in the field of the environment, including the Stockholm Convention on Persistent Organic Pollutants; the Minamata Convention on Mercury, and emerging international, legally binding instruments such as the instrument to End Plastic Pollution; the Strategic Approach to International Chemicals Management (SAICM), and other partnerships such as the Green Growth Knowledge Platform (GGKP), the Partnership for Action for Green Economy (PAGE), the Green Industry Platform (GIP) and other relevant international initiatives and conventions.

 

This position is located under the Responsible Materials and Chemicals Management Unit (TCS/CEG/RMC) which is responsible for supporting Member States to implement the chemicals and wastes obligations and requirements under the Basel, Minamata, Rotterdam, and Stockholm Conventions and other emerging relevant agreements, in particular where it relates to larger and formalized industries and sectors, and to leverage its experience to address industrial pollution mitigation in general as well as other emerging compliance mechanisms. With novel approaches to materials and chemicals management and to innovation, with training and education, and with implementing circular economy approaches in particular related to the extension of product life by maintenance, the Unit further leverages its experience to facilitate responsible materials sourcing and to support smaller enterprises and entrepreneurs in greening their businesses.

 

At the L2 level, the incumbent is expected to deliver: (a) work that is analytical in contributing to results achieved by the Division; (b) in creating an enabling environment for collaborative work which is catalytic to achieving results; (c) in building relationships which contributes to counterparts’ engagement and (d) in achieving results that provide baselines for a service. The measure of success is timely, consistent and appropriate delivery of results.

 

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

 

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

 

PROJECT CONTEXT

 

The Partnership for Action on Green Economy (PAGE) has emerged as one of the United Nations Systems' principal responses to the call at Rio+20 call for the international community to assist interested countries in developing, adopting and implementing inclusive green economy (IGE) policies and strategies. PAGE deploys the expertise and broad convening power of five UN agencies – International Labour Organization (ILO), United Nations Environment Programme (UNEP), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) – to offer coordinated and complementary support to countries as they prepare for the challenges of the 21st century. The primary goal of PAGE is to assist countries in creating enabling policy conditions, incentives, business models, and partnerships to catalyse greater action and investment in green technologies and natural, human, and social capital. By catalysing policy processes, decisions, and investments that will drive socio-economic development, sustainability, and creation of jobs, PAGE represents a key means for advancing the emerging post-2015 development agenda and helping to achieve prosperity for all on a healthy planet. Building on evidence-based analysis, the work in selected PAGE partner countries is targeted towards key sectors or thematic policy areas with a high potential to drive a green economy transition. Countries join PAGE through a demand-driven and criteria-based selection process. The aim for each PAGE country is to closely link with existing structures and processes in the countries, bringing in the expertise of relevant government ministries and other public and private sector actors to create the basis for long-term sustainability. The PAGE UN agencies also mobilize their constituencies to foster inter-ministerial and cross-sectoral coordination providing a broad platform for stakeholder engagement, including representatives from civil society, the private sector, and research institutions.

 

FUNCTIONAL RESPONSIBILITIES

 

The Associate Industrial Development Expert works under the overall guidance of the Chief, Division of Circular Economy and Chemical Management (TCS/CCM); the direct supervision of the of the Project Manager and in close collaboration with the colleagues to support the mandate of the Division.  She/he will be responsible for providing technical support to the smooth and timely execution of projects and be accountable for the achievement of project results as/if assigned.  Specific responsibilities include but are not limited to:

 

  • In line with the guidelines and procedures governing the technical cooperation activities of UNIDO, formulate technical cooperation projects that leverage on PAGE results and are related to the interest of potential donors and within the mandate of the Division.
  • Execute and monitor project implementation activities and services, ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget.
  • Prepare necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress in implementation, including if required missions to project site(s), as well as take part in oversight meetings in the field and at headquarters, and assist the Evaluation Group in its evaluations of projects/ programmes.
  • Prepare work plan revisions, including adjusting individual project budgets, based on changed work plans in coordination with PAGE agencies, government focal points, and UNIDO field offices
  • Participate in technical team calls and national steering committee meetings on behalf of the UNIDO PAGE team.
  • Support advocacy, communication and global forum activities related to the progamme/project and aimed at strengthening public relations, including the preparation of promotional materials, organization of media events, dissemination of information on the project activities through UNIDO/project website and network of UNIDO offices.
  • Support progamme/project specific fund mobilization activities.
  • Perform other related duties and assignments as required.

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education:

Advanced university degree (master’s or equivalent) in environment, economics, engineering or in a closely related field.

 

Experience, technical knowledge and functional expertise:

  • A minimum of three (3) years of working experience, including some at the international level, in project execution or coordination, particularly in the areas of circular economy and green financing is required.  
  • Experience in undertaking or organising policy/regulatory assessments and/or policy/regulatory formulation is desirable.
  • Experience evaluating needs, conditions and problems in developing countries, and in technical cooperation projects is desirable. 
  • Experience in supporting the formulation circular economy investment projects for funding by relevant donors including the GEF, GCF, Adaptation Fund and bilateral donors is desirable.

 

Language Skills:

Fluency in written and spoken English is required.  Fluency in or working knowledge of French, Spanish or Russian is desirable.
