1.Purpose of the Consultancy:
The main purpose of this consultation is to provide technical input to the regional flagship initiative on investing in a resilient health workforce, especially on areas of strengthening primary care workforce, monitoring framework for the flagship initiative as well as the monitoring of theimplementation of the Code of Practice on International recruitment of Health Personnel.
2.Background:
The Department of UHC/Health Systems is a technical department which envisions the achievement of universal health coverage (UHC) in all countries of the Eastern Mediterranean Region, thereby ensuring improved health outcomes through strengthened health systems. The overarching mission of the Department of UHC/Health System is to improve the performance of health systems in the Region by providing evidence-based policy advice, building individual and institutional capacity, and supporting priority programmes through better governance, financing, workforce, technologies and services.
The Health Workforce unit of UHC/Health Systems Department works in strengthening the capacities of member states to develop and manage a competent health workforce and thereby improve the access of the population to quality health care, through health workforce strategic planning and implementation, building governance and education capacities, improving health workforce information and knowledge and capacity building for priority health interventions. The team contributes to health workforce strategies oriented towards universal health coverage implemented in countries.
The Regional Committee also endorsed the Regional Flagship Initiative on investing in a resilient health workforce. The consultant will contribute to taking forward the implementation of the flagship initiative.

Start date: 10 February 2025
End date: 10 April 2025
4.Work to be performed:
Deliverables
·Perform secretariat function for the flagship initiative
·Contribute to the developmentof the monitoring framework for the flagship initiative in collaboration with DEME working group
·Map and analyze the primary workforce in EMR countries.
·Follow up on the 5th round monitoring of WHO code of Practice on International Recruitment of Health Personnel and analyze the submissions from EMR countries and develop a regional report.

6. Specific requirements
- Qualifications required:
Essential: First university degree in health sciences
Desirable: Master’s degree in public health, health or health workforce policies management.
- Experience required
Up to 5 years of relevant experience including international experience in public health workforce policies, planning, education or health labour market
- Skills / Technical skills and knowledge:
Specific technical knowledge in public health and health workforce policies
- Language requirements:
Excellent knowledge of English

8.Medical clearance Medical certificate of fitness to work should be provided in case of travel or working onsite
9.Travel
The Consultant is expected to travel.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfill visa requirements and ask for visa support letter(s) if needed.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
