Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is to inspire, encourage, facilitate, and promote at all times, all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

Over the past few years, the European region has typically seen an average of 2-3 active Emergency Appeal operations and has initiated approximately 15 DREF operations annually. Additionally, the Health, Disaster, Crises, and Climate Unit is providing support to several programs, either directly or through cluster and country offices. In February 2022, a significant shift occurred in the disaster and crisis landscape of the region when a new phase of armed conflict began in Ukraine. The escalation and widespread nature of the hostilities have had a profound impact on all of Ukraine, raising significant concerns about the safety of civilians and critical civilian infrastructure. Within a span of four weeks following this intensification, it was estimated that more than 6.5 million people had been displaced within Ukraine, and over 4 million people from Ukraine had sought refuge in neighboring countries

Job Purpose

The purpose of this consultancy is to facilitate the EU4Health Internal Final Event scheduled on 26-27 May 2025, a pivotal two-day gathering designed to review and evaluate the implementation and performance of the EU4Health project. This event will celebrate the project’s achievements, highlight lessons learned and collaboratively develop future strategies to enhance MHPSS initiatives across the IFRC network. The consultant will play a key role in ensuring effective knowledge exchange by organizing and moderating structured discussions that draw out key insights, challenges and best practices from the participants. Furthermore, the consultant will support the strategic alignment of participating National Societies by fostering meaningful dialogue, encouraging collaboration and identifying actionable steps for sustaining the outcomes of the EU4Health project. This includes emphasizing the integration of MHPSS within broader humanitarian efforts and strengthening the network of National Societies to ensure long-term impact and sustainability of the initiatives.

Job Duties and Responsibilities

Pre-event Preparation:

  • Conduct planning meetings with the Event Coordination Team.
  • Review project documentation, including reports, tools, and the pre-event survey results undertaken by the project team to collect the participating National Societies’ inputs and recommendations.
  • Develop facilitation plans and session methodologies.
  • Prepare guiding questions, presentations, and group exercise materials.
  • Collaborate with the team to finalize participant lists and preparatory tasks.

Event Facilitation:

  • Guide discussions during plenary sessions and group activities.
  • Facilitate key topics, including, but not limited to:
    • Reflection on project achievements and challenges.
    • Embedding MHPSS in IFRC Unified Planning.
    • Humanitarian diplomacy in MHPSS contexts.
  • Ensure inclusivity and active participation throughout sessions.
  • Summarize key points and ensure alignment with objectives.

Post-event Reporting:

  • Analyze workshop discussions, insights and outcomes.
  • Prepare a final report with key insights, participant feedback and recommendations

Deliverables

  • Facilitation Plan: Develop a detailed facilitation plan that outlines the methodologies and tools to be used during the event. This plan should include an agenda for each session, specifying objectives, key discussion points, and interactive techniques to ensure active engagement.
  • Workshop Materials: Prepare comprehensive workshop materials, including guiding questions for discussions, presentations, handouts for group exercises, and any audiovisual aids as required. Ensure that materials are tailored to the event’s objectives and accessible to all participants.
  • Event Facilitation: Effectively facilitate the two-day event, ensuring smooth transitions between sessions, managing time efficiently and fostering an inclusive environment. Support group discussions, summarize key points, and encourage meaningful contributions from all participants.
  • Post-event Report: Produce a detailed report summarizing the event’s key discussions, outcomes, and participant feedback. The report should include actionable recommendations for future initiatives, a summary of lessons learned, and an evaluation of the event’s alignment with its objectives.

Education

  • An advanced degree in social sciences, international relations, management or related field

Experience

  • A minimum of 5 years in the field of international development and considerable experience in the field of Monitoring and Evaluation or Knowledge Management
  • Demonstrated experience in managing humanitarian response or international development programs within a non-governmental organization or a related industry is desirable.
  • Strong preference for candidates with knowledge of engaging with MHPSS interventions, as this will be highly beneficial in the context of the role.
  • Proven experience in organizing retreats, workshops, or training sessions for similar organizations, showcasing the ability to manage and coordinate such events effectively.
  • Excellent written and oral communication skills in English, enabling clear and effective communication with diverse stakeholders.
  • Proficiency in group facilitation techniques and the ability to captivate and engage an audience effectively.
  • Excellent organizational skills, combined with the capability to work independently, meet deadlines, and manage complex tasks.
  • The capacity to adapt and tailor content in real-time, as well as address emergent issues during workshops or events.
  • Familiarity with the operating model of the Red Cross/Red Crescent Movement programming is preferred.
  • Demonstrated sensitivity to cultural diversity and a deep understanding of political, contextual, and ethical issues that may arise in international settings.

Engagement Details

  • Location: The engagement will take place in both remote and on-site settings, with the on-site portion occurring in Budapest, Hungary.
  • Travel and Logistics: IFRC will cover the expenses for travel and accommodation of the consultant. The IFRC will also be responsible for booking the consultant's travel arrangements.
  • Period of Engagement: The engagement is expected to span from 15 April to 15 June 2025, with specific dates to be determined.
  • Level of Effort: The consultant's level of effort during this engagement will envision approximately 25 working days. This will include 5-7 days dedicated to preparatory work, which involves tasks such as developing the agenda and methodology. Additionally, 4 days will be allocated for travel to and within Hungary to facilitate the workshop. Finally, the consultant will spend 7-9 days elaborating and finalizing the workshop reports.

Fees and Payment Scheme

Payment shall be made upon satisfactory completion of work in accordance with the ToR. The following shall be the payment scheme to the Consultant and condition for the liquidated damages:

  • 20% of the total amount after submission and approval of the final workshop agenda and methodology.
  • 80% of the total amount after submission and approval of the final Event report.

Note: The consultant is solely responsible for the payment of taxes and other lawful fees that may be incurred from this contract.
