Job Description

Context
Under the overall supervision of the Head of Emergency Response and Recovery and the direct supervision of the Grants Programme Manager, the successful candidate will primarily support effective management of Monitoring, Evaluation, Accountability and Learning (MEAL) activities of the project
Responsibilities
- Support the development and implementation of the M&E system for the RRF including participating in the development of standard operating procedures (SOPs) and guidance tools with a strong focus on trainings and capacity building of implementing partner project staff as well as IOM staff members in the field.
- Assist in development of tools, methodologies and surveys for RRF data collection and monitoring exercises, including but not limited to post-distribution monitoring (PDM), needs assessments, market assessments, reporting templates, satisfaction surveys, perception surveys, focus group discussions (FGDs) and key informant interviews (KIIs).
- Support programme staff and implementing partners in planning for and executing MEAL activities, including provision of recommendations related to data collection methodology and tools, data management, analysis and use as well as in the roll-out of new applications, and the training in existing applications and online systems.
- Support implementing partners with field-level data collection activities through technical guidance on data collection and ways in which they can effectively meet monitoring and reporting requirements outlined in project implementation agreements, and coordination with field staff and enumerators
- Facilitate high quality and harmonized data collection by designing tools according to programme and M&E requirements, including quality control checks, and providing appropriate and timely training to the teams and selected implementing partners.
- Conduct monitoring visits where feasible, e.g., throughout the programme area, for direct partner support, as well as providing on-site training and capacity building.
- Ensure data is cleaned and made available for internal use by the RRF and other IOM units to inform decision making.
- Archive and backup database systems, support security of databases, and perform database administrator functions.
- Conduct comprehensive reviews of submitted M&E data by cross-verifying it with the soft copies of activity records provided by implementing partners; and verify that the data are accurate and reliable, and accurately reflect the activities implemented Contribute to EPC’s efforts to produce regular, high quality project updates, sitreps, external reports, factsheets, case studies, briefs, lessons learnt, and success stories as required, and ensure timely dissemination of products in coordination with EPC and other programme support teams.
- Contribute to the creation of databases, dashboards, factsheets, and other information systems that visualize RRF project activities, indicators, and frameworks.
- Perform such other duties as may be assigned.
Qualifications
Education
- University degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Information management or Information and Communications Technology (ICT), or a related field from an accredited academic institution with four years of relevant professional experience; or
- High School diploma with six years of relevant experience

Experience
- Experience working with data collection and analysis.
- Experience designing and conducting capacity building exercises for local partners in relation to M&E, reporting and data management.
- Experience with data quality assurance (DQA) and information management system set-up and management.
- Experience with donor reporting is an advantage.
- Prior work experience with international organizations, non-government or government institutions/organizations in a multi-culture setting is an advantage
Skills
- Knowledge of KOBO, ODK and Microsoft applications is essential. Knowledge of other data management systems is an asset.
- Solid understanding of qualitative and quantitative data collection and analysis tools and methodologies.
- Familiarity with mobile data collection technologies and GPS.
- Ability to manage use of personal data safely and securely and understand confidentiality principles.
- Demonstrated ability to work well as part of a team.
Languages
- For all applicants, fluency in English and Portuguese is required (oral and written)
