Functional Responsibilities
Summary of Functions/Key results area:

Strengthening Diagnostic capability of health facilities/clinics

Work closely with the Programme Manager and programme team to provide the partner organizations with technical support and oversight on the design, planning, development and implementation stages of strengthening diagnostic capabilities of health facilities in the select locations:

Facilitate rapid assessments from implementation partners, analyze the needs, generate reports and provide recommendations for improvement planning and design.

Work closely with program managers to provide the partner organizations with technical support and oversight on the design, planning, development, and implementation stages of strengthening diagnostic capacities of health facilities in selected locations.

Provide technical support to implementing partners in diagnostic capabilities of communicable diseases.

Lead/provide technical support for strengthening the information management system of diagnostic health facilities, especially diagnostic data and conduct/generate analysis reports regularly.

Contribute to the development of TOR for hiring consultants from implementation partners and working closely with those consultants to strengthen diagnostic facilities

Contribute to the mid-term and final evaluation of the program, especially strengthening diagnostic capabilities of health facilities activities.

Contribute to report clearance processes submitted by implementation partners, and contribute to the progress report, especially for the strengthening diagnostic capabilities of selected health facilities.

Perform any other relevant tasks assigned by the Program Manager.
Work closely with programme manager and programme team to provide the partner organizations with technical support and oversight on diagnostic capabilities of health facilities activities

Identify training needs and support the design and implementation of capacity-building plans for staff of diagnostic health facilities and partners staff

Develop the training plans, develop training tools, organize training sessions for diagnostic health facilities staff, potential and selected health facilities, partners, and fund management office and generate the training reports to Senior Program Manager and Program Manager

Organize learning and sharing session with partner staff and among the internal teams

Organize diagnostic strengthening capability working group meeting ad-hoc basis and monthly
3. Strengthening quality control and quality assurance of diagnostic facilities

In collaboration with relevant technical agencies, develop and/or adapt Standard Operating Procedures (SOPs) and develop quality assessment tools (QA and QC) and improvement plans for strengthening the diagnostic capabilities of health facilities.

Conduct regular QA/QC monitoring activities at the designated diagnostic facilities, generate reports, and provide recommendations for improvement to implementing partners and the programme manager.

Served as a technical resource person in developing technical specifications for the procurement of diagnostic equipment, goods, and consumables and was involved in the evaluation team.

Led in the proper filing of regular diagnostic data, analyzed reports and QA/QC assessment reports in the designated shared folder.
The effective and successful achievement of results by the Programme Management Specialist affect the set-up/strengthening of communicable diseases monitoring system, implementation of communicable diseases case management and grant management activities in the Fund’s select locations. This ensures improved capacities of partner organizations and promotes the image and credibility of UNOPS as an effective service provider for health care services. This enhances UNOPS’ competitive position as a partner of choice in health service provision as well in the country/region served.
Education/Experience/Language requirements
- A Master’s degree in a relevant discipline preferably in Medical Laboratory Technology, microbiology, pathology)
- A Bachelor’s degree with 2 additional years of relevant experience may be accepted in lieu of a master's degree.
Experience
- At least 5 years of relevant experience in the management of communication diseases diagnostic facilities is required
- Within these 5 years, at least 3 years of experience managing and working for the diagnostic facilities linked with communicable diseases working network is desirable
- Experience working for public health programmes in underserved areas is highly preferable.
- Demonstrated ability to work with minimal supervision in a complex environment is an asset
- Advanced writing and analytical skills is desirable
- Experience in the usage of computers and office software packages (e.g. MS Office newer versions, Google Suite Applications) is required.
- Fluency in English and Myanmar is required
