Role and responsibilities
Generic responsibilities:
- Adherence to NRC policies, guidance and procedures.
- Ensure that ICLA projects target beneficiaries most in need of protection and contribute to new approaches for assisting target populations.
- Any other tasks assigned by the line manager.
Specific responsibilities:
Supervision 30%
- Overseas day to day activities of ICLA, particularly the legal information, counseling and assistance to ensure the quality of services provided to displaced affected people are in accordance with the ICLA strategy, project documents, and applicable laws and procedures.
- Manage and supervise ICLA Technical Assistants (TAs).
Legal Counselling and Assistance 40%
- Assist ICLA TAs in identifying and selecting beneficiaries and collecting relevant documents.
- Organize and conduct information sessions with the team per ICLA standards and project documents.
- Counselling: Provide individual counselling to beneficiaries where the issue is complex, especially for cases related to Housing, Land and Property matters.
- Legal assistance: Identify legal cases and assist beneficiaries as needed.
- Conduct legal research and analysis, needs and other assessments as required.
- Organize and conduct capacity building trainings and related mentorship sessions for external stakeholders.
Staff Capacity Building 10%
- Provide on-job training to ICLA TAs
Integrated Programing 10%
- Work closely with other core competencies in finding touching points for ICLA integrated programing.
- Working with ICLA TA on creating co-ownership for integrated programing.
Administrative and Reporting 10%
- Supervise, monitor, and ensure his/her team’s data entries in the electronic database each month and verify and organize hard copies of sources of verification.
- Look out for advocacy, access, and protection needs from the field and report regularly to the ICLA Team Leader.
- Raise PR and follow up with the logistics department as needed.
- Liaise with governmental, non-governmental organizations and UN agencies to establish and maintain networks for referrals.
- Updating the M&E matrix regularly and share with ICLA PC on a timely manner.
- Send weekly and monthly reports on her/his team’s progress to the line manager.
