1. DOMAINE D'EXPERTISE

Épidémiologie appliquée à la lutte contre les épidémies, surveillance des maladies évitables par la vaccination, gestion des programmes de vaccination et réponse aux urgences de santé publique.

2. OBJECTIF

Apporter un appui technique et logistique à la réponse aux épidémies de poliovirus dérivés de souche vaccinale circulant de type 2 (PVDVc2) au Tchad, en renforçant les capacités de surveillance, la qualité des activités de vaccination et la vaccination de routine dans les districts sanitaires à haut risque.

3. BACKGROUND

Depuis l’interruption de la circulation du poliovirus sauvage au Tchad en 2016, le pays est confronté à des défis persistants liés à la circulation des poliovirus variants (PVDVc2), avec une recrudescence des cas enregistrés ces dernières années. En réponse à cette situation, l'OMS, en collaboration avec le Programme Élargi de Vaccination (PEV), met en œuvre des activités de riposte selon le plan régional 2023-2026 pour interrompre la transmission du virus. Les défis actuels concernent la surveillance épidémiologique, la qualité des campagnes de vaccination et l'amélioration de la couverture vaccinale de routine.

4. LIVRABLES

Les épidémiologistes recrutés seront responsables de:

1. Planification, mise en œuvre et évaluation des activités de vaccination supplémentaires (AVS) :

- Appui à l'élaboration et à la mise en œuvre des micro plans de vaccination.
- Suivi de la qualité des campagnes en assurant la couverture des populations cibles.
- Analyse des données de performance des AVS et proposition d'actions correctives.
- Participation aux réunions d’évaluation post-campagne.

2. Renforcement de la surveillance des maladies évitables par la vaccination (PFA, rougeole):

- Mise en œuvre des stratégies de surveillance active dans les zones prioritaires.
- Formation et supervision du personnel de santé sur les outils de surveillance.
- Suivi de la collecte et de l'acheminement des échantillons biologiques.

3. Renforcement de la vaccination de routine:

- Appui à la planification et à la mise en œuvre des stratégies de vaccination (fixe, avancée et mobile).
- Suivi de la gestion des stocks de vaccins et de la qualité des données de vaccination.
- Soutien à l’élaboration des rapports de vaccination mensuels et périodiques.

4. Autres tâches assignées par l’OMS, incluant la rédaction d’un rapport final.

5. QUALIFICATION, EXPERIENCE, COMPETENCES ET LANGUES

ÉDUCATION

Essentiel: Licence en sciences sociales, santé publique ou domaine connexe.

Désirable: Formation en épidémiologie ou en santé publique.

EXPERIENCE

Essentielle: Minimum d'une année d'expérience en vaccination, surveillance épidémiologique ou gestion de la lutte contre les maladies évitables par la vaccination.

Désirable: Expérience au sein d’agences internationales telles que l’OMS ou l’UNICEF.

COMPETENCES

Essentielles:

- Capacité à travailler en équipe.
- Compétences en gestion et analyse des données de surveillance.

Maîtrise des outils informatiques (Word, Excel, PowerPoint, EPI Info, bases de données SNIS).

Désirables:

- Excellentes compétences en communication et rédaction de rapports.
- Expérience de travail dans des contextes humanitaires ou épidémiques.

LANGUES

Essentielle: Maîtrise du français écrit et parlé.
Désirable: Connaissance pratique de l’anglais.

6. LIEU D'AFFECTATION

Les épidémiologistes seront déployés dans les seize (16) districts sanitaires à haut risque du Tchad, avec possibilité de réaffectation en fonction de l'évolution de la situation épidémiologique.

7. VOYAGE

Des déplacements fréquents dans les districts sanitaires assignés et autres zones ciblées sont requis pour la mise en œuvre des activités de surveillance et de vaccination.

8. REMUNERATION

La rémunération sera conforme au grade NOA
