GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI is an implementation partner to the Regional Pacific NDC Hub which was established as a response to calls from Pacific leaders to have a regional facility to support countries to meet the goals of the Paris Agreement. The Regional Pacific NDC Hub kick-started Phase IV in September 2024, is owned and driven by the Pacific countries and has been set up to support countries’ NDC enhancement and implementation goals. With financial support from the Germany, Australia and New Zealand governments, the UK and the EU, the NDC Hub delivers a range of services to member countries through its four implementation partners, GIZ, GGGI, SPC, SPREP and in contribution to NDC Partnership. Through the Pacific NDC Hub, GGGI delivers technical support in Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

GGGI is recruiting a highly qualified and experienced Individual Consultant to lead the review the progress of Vanuatu’s Revised and Enhanced 2022 NDC and develop Vanuatu’s NDC 3.0. In coordinating these activities, the Lead Consultant is to be base in Vanuatu to deliver the key activities and deliverables.

The Vanuatu Government, through the Ministry of Climate Change, has identified the need to review the progress of Vanuatu’s Revised and Enhanced 2022 NDC and develop Vanuatu’s NDC 3.0 as high priorities. Vanuatu’s revised Nationally Determined Contribution (NDC) submitted to UNFCCC in 2022 is an update to its First NDC under the Paris Agreement (PA). Since this occasion, there has not been a review of the progress on its’ implementation. The Government of Vanuatu aims to submit a new 2025 NDC to UNFCCC, covering the years from 2030 to 2040, in the forestry and energy sectors.

The Consultant shall undertake the review of implementation of the 2022 NDC and use information gained in the development of the new 2025 NDC, to identify where ambition needs to be enhanced and whether more activities and sectors to be included with quantifiable emission reduction targets. In addition to the NDC 3.0 development, the Consultant shall also deliver at least  2 capacity building activities to national stakeholders in Vanuatu on NDC review and enhancement.

Vanuatu’s 2022 NDC Revision and NDC 3.0 Development needs a robust consultation with key stakeholders including government, private sectors and civil society organizations. The consultations and focused meetings will also inform the priorities for the capacity building activities. This will assist building Vanuatu’s capacity in benefiting from carbon markets and streamlining in country facilitation process.

That Consultant will coordinate closely with GGGI offices in the Pacific. The Consultant will lead in delivering the following outcomes in close collaboration with the GGGI team and relevant stakeholders:

• Inception meeting with GGGI and Vanuatu Ministry of Climate Change to prepare a project workplan and establish timelines, including stakeholder mapping and desk review.

• Stakeholder Mapping
• Review of 2022 NDC and Recommendations for 2025 NDC 3.0Draft and Final NDC 3.0
• Awareness, and Learnings and Recommendations Reporting

• The Consultant will work closely with GGGI Vanuatu and Pacific team, and Regional Pacific NDC Hub team. 

The key deliverables to be undertaken during the assignment are:

Deliverable 1: Prepare a Workplan

• Undertake an inception meeting with GGGI and Vanuatu Ministry of Climate Change to prepare a workplan in line with project deliverables. The consultant shall formulate a clear methodology and workplan with timelines to achieve the project deliverables.
• Agree on the workplan with GGGI and MoCC.

Deliverable 2: National Consultation and Stakeholder Mapping

• Desktop review of Vanuatu’s NDC and progress to date to understand operating environment and context.
• Multi-stakeholder national inception workshop where relevant stakeholders are briefed on the project, work plan, timeline, roles, responsibilities, expectations and opportunities for input. Produce a project inception report.
• Stakeholder outreach through 6 sub-national workshops, surveys, meetings for information gathering for progress of NDC implementation.

Deliverable 3: NDC Review Stock Take Report

• Report comprising of desktop review of existing monitoring and tracking systems and reports.
• Analysis of data on progress against Vanuatu’s Revised and Enhanced NDC.
• Produce a stock take report showing progress, achievements, gaps, challenges. Finalise the report and present it to the Ministry of Climate Change.
• The report should include:
  • Review of the 2022 NDC targets and make recommendations for 2025 NDC 3.0 targets, identifying the barriers and the contributors to the 2022 NDC;
  • b) Identify new targets for the NDC 3.0 targets;
  • c) Identify measures to achieve the targets of the enhanced NDC: This should include an analysis of costs associated with achieving the NDC enhancement goals, and potentials to leverage finance from the private sector and international community. This should similarly account for existing national capacity to implement enhanced NDC targets.

Deliverable 4: First Draft of the 2025 NDC 3.0 and Consultations

• Based on consultations and desktop research, prepare a draft of the 2025 NDC 3.0.
• Consult with stakeholders on this draft version.
• Incorporate feedback and submit an advanced draft to GGGI and MoCC.

Deliverable 5: Final NDC 3.0 and Awareness and Learnings

• Based on feedback on the advanced draft prepare the 2025 NDC 3.0.
• Undertake validation meeting with key stakeholders on the NDC 3.0.
• Finalize the 2025 NDC 3.0 and submit to GGGI and MoCC for approval.
• Undertake awareness and learning activities as advised by GGGI in agreement with MoCC.
• Support MoCC through relevant government endorsement processes by preparing presentations, speaking point, and inputs to cabinet papers.

PAYMENT SCHEDULE

• All outputs must be in English. All deliverables, reports,data and information, and other documents prepared or received from the stakeholders from the start to the end of the assignment shall be saved in MS Teams Platform created by GGGI and comply with the standard MEL requirements set out by the NDC Hub.
• The Lead Consultant shall submit each deliverable report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.

The consultant must meet the following competency requirements: 

1. A minimum of a master’s degree or equivalent in development, environment, energy, economics, finance or equivalent. 
2. A minimum of 6+ years’ combined experience with UNFCCC processes and Pacific Islands government engagement.  
3. Knowledge of Vanuatu’s national circumstances, climate change and sustainable development policies will be an asset.
   1. Strong problem-solving, communication, research, and outstanding analytical writing skills with a proven ability to write analytical reports. 
   2. Strong verbal and written English skills are required.
   3. Located in the Pacific region.
