  • ** Preferably, the consultant should be a Kyrgyz national or based in the Kyrgyz Republic. For non-nationals, the ideal candidate would be someone with extensive experience living in Kyrgyzstan, possessing strong proficiency in the local language and English, and a deep understanding of the local context, particularly in the areas of flood and drought management within Central Asia.

 

PROJECT BACKGROUND

The Kyrgyz Republic became the 37th member of GGGI in 2020. Since then, the Government of the Kyrgyz Republic has signed a Host Country Agreement with GGGI in 2024, and two Memorandums of Understanding (MOU) for GGGI to cooperate with the Ministry of Economy and Commerce and Ministry of Natural Resources, Ecology and Technical Supervision.

GGGI, in collaboration with Ministry of Economy and Commerce and Ministry of Emergency Management Situation of the Kyrgyz Republic, is implementing the project “Strengthening Climate Resilience through Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia (2024-2027).” The project is funded by the Ministry of Environment of the Republic of Korea, in partnership with Korean partners including the Korea Export Promotion Association for Government Contractors (KEP) and the Asia Water Council (AWC)/K-Water.

The overall objective of the Project is to strengthen the climate and disaster resilience of people and communities in vulnerable regions of the Kyrgyz Republic and Uzbekistan through integrated and effective landslide and flood management techniques. This project involves the following components: (1) assessment of disaster risk management policies related to water; (2) integration of innovative smart technologies on water resource management; (3) capacity building at the local level for disaster risk reduction; and (4) large-scale investment mobilization for disaster risk reduction measures. This consultancy opportunity will focus on contributing to the first component while laying the foundation for the succeeding components.

During discussions with the Ministry of Emergency Situations of the Kyrgyz Republic and relevant local government authorities, a pilot project site was identified in the Uzgen District of Osh Region in the Kyrgyz Republic, specifically the section of the Jazy River near the village of Salamalyk for construction of the water gate and pumping systems. Accordingly, the Uzgen District has been designated as the pilot project area for this assignment (conducting CRGG assessment) at the local level.

 

OBJECTIVES OF THE ASSIGNMENT

In collaboration with the GGGI staff in the country of the Republic of Kyrgyz, the consultant is assigned to the GGGI’s Kyrgyzstan Country Office and will be based in Bishkek. S/he will support GGGI’s activities on assessing policies relevant to water-related disaster risk management utilizing GGGI's Climate Resilient and Green Growth (CRGG) assessment framework , which also includes review of existing national policies on climate adaptation, disaster risk reduction, water resource management, etc.

The consultant will be expected to undertake an initial analysis of national and international policies that guide the government in climate change adaptation and capacity building in water risk management. The consultant is also expected to identify priority areas of livelihoods and provide recommendations for their strengthening, taking into account the identified gaps, based on the analysis of the current situation (analysis of the legal framework and socio-economic conditions at local and national levels).

By the conclusion of this assignment, the consultant is expected to deliver a comprehensive assessment of the policy landscape concerning water resource management, disaster risk reduction, and climate change adaptation. This assessment will provide a robust foundation for designing and implementing future policies and strategies aimed at enhancing flood management and disaster resilience in the target area. The findings should offer actionable insights and recommendations to address existing gaps, align with best practices, and promote sustainable, climate-resilient development.

This requires knowledge and expertise in disaster risk management, climate change adaptation and climate resilience, risk assessment, policy analysis and development, analytical and research skills.

 

DELIVERABLES AND PAYMENT SCHEDULE

Within the duration of the assignment, the consultant is expected to provide technical support and coordinate with the Project Manager of the project and assist on conducting CRGG assessment for further development of recommendations on climate change adaptation and capacity building in water related risk management.

Under the direct guidance of the Project Manager and in close collaboration with GGGI’s experts, the consultant shall be responsible for the following tasks and deliverables outlined in the table below:

1. Consultancy Work Plan is submitted:
The consultant must prepare a detailed workplan outlining the timeline of primary activities, methodology, milestones, validation meetings, and partial and final deliverables with relevant annexes.

2 weeks - after signing the contract 10%

2. The in-depth technical assessment of national policy in the field of climate adaptation, water management and disaster risk reduction/management of water related disasters by using GGGI’s Climate Resilient and Green Growth (CRGG) assessment framework:
- Conduct consultations and desk studies with relevant national and local agencies, in collaboration with GGGI project team, to gather baseline information on existing policies, strategies, frameworks, plans and guiding documents for the selected areas;
- Identify gaps and constraints in current policies and highlight key areas for improvement. This includes analyzing inconsistencies, overlaps, or deficiencies in existing strategies, frameworks, and regulations related to water resource management, disaster risk reduction, and climate adaptation. This also entails assessing the adequacy of institutional capacities, governance structures, and resource allocation to implement these policies effectively;
- Identify and describe the main risks associated with water-related disasters, with a particular focus on the most vulnerable communities. This includes assessing the socio-economic, environmental, and health impacts of these risks, as well as understanding the factors that contribute to vulnerability, such as geographic location, infrastructure limitations, and socio-economic disparities. The analysis should provide actionable insights into prioritizing risk reduction measures for these at-risk groups.
- Compile and organize a repository of all references used, to be shared on an online platform agreed upon with GGGI. Priority should be given to government-issued documents, peer-reviewed journal articles, reports from international organizations, and reputable research institutes. Relevant news articles and press releases may be included but must be thoroughly fact-checked before use as references.

3. Based on the results of the policy assessment, identify priority areas for stimulating climate-resilient green growth in Osh oblast:
- Present a robust prioritization methodology to identify the key areas of intervention to promote climate-resilient green growth in the target area, ensuring alignment with GGGI’s CRGG framework. The methodology should incorporate assessment criteria such as the severity of climate risks, socio-economic vulnerabilities, environmental sustainability, and potential for transformative impact, ensuring that interventions are both evidence-based and strategically targeted.
- Develop recommendations/needs for improvement to enhance its resilience towards the adverse impacts of climate change. These recommendations should be actionable, context-specific, and aligned with best practices, addressing policy gaps, capacity-building needs, infrastructure development, and community-based adaptation measures to foster long-term sustainability and resilience.


4. Support the development of the Climate Resilience and Green Growth (CRGG) assessment report by the GGGI project team by contributing technical inputs, reviewing content, and ensuring alignment with identified gaps and needs. The consultant’s outputs, including data analysis, risk assessments, and recommendations, will be integrated into the report. Additionally, the consultant will review the draft report to ensure accuracy, clarity, and the incorporation of best practices in climate resilience and green growth, identified during the assessment of needs.

5. Submission of Final Report
- The final report must be reviewed and approved by GGGI and project partners. The Consultant shall address the comments and necessary revisions proposed. Within 10 days of receiving feedback or proposed modifications from GGGI, the Consultant shall submit the final version of the report, incorporating the necessary changes. If multiple rounds of revisions are needed, the consultant should be flexible and responsive in accommodating these requests.
- All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.

16 weeks – upon the submission of the Final Report and other relevant documents  30%
  • Reporting to the Project Manager and Country Representatives of GGGI Kyrgyzstan Country Office, s/he shall provide high-quality technical expertise on water resources management, flood management, hydrological service and early warning system, with special linkage to climate change and climate resilience.
  • Support the overall implementation of activities on conducting CRGG assessment including provision of technical / strategic assessment and engagement with counterpart governments, donors and other stakeholders as GGGI project team consultants.
  • Ensure synergy and alignment of GGGI’s climate-resilient green growth portfolio with the Government of Kyrgyz Republic’s strategies, targets and directions.
  • Analyze barriers of implementation of priority climate interventions and estimate costs and investment requirements.

 

EXPERTISE REQUIRED
  • An advanced degree (master’s or graduate degree) in social sciences or natural/technical sciences, environmental management or related fields.
  • At least 5 years of specialized experience of demonstrating operational competence in advanced quantitative and qualitative analytical and problem-solving skills. This includes proven expertise in conducting research, collecting primary and secondary data, and preparing written technical reports and proposals with accuracy and clarity.
  • Exceptional skills in building productive working relationships with colleagues, field offices, stakeholders, donors and other government partners.
  • Good knowledge of monitoring and evaluation systems on climate resilience issues within a performance-based management context.
  • Experience in policy formulation, capacity building and multi-stakeholder engagement within technical areas, preferably in the context of climate change adaptation and resilience.
  • Fluency in written and spoken English, Russian and Kyrgyz is required.
  • A candidate must be legally authorized to work in Kyrgyzstan

  • Consultancy Fee for this individual is determined based on the selected candidate's experience and qualifications.
  • The candidate shall quote an all-inclusive Daily Fee for the contract period and a supporting document proving he or she has received such a daily rate in the past. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the Independent Contractor (IC) in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be made on a deliverable basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a timesheet indicating the days worked in the period.
