BACKGROUND AND PURPOSE OF THE ASSIGNMENT:


The Staff member is expected to take responsibility for the completion of a range of processes and activities requiring interpretation of standard guidelines/practices to:
✓ Contribute towards the development of digitizing and digitalizing different program activities including the targeting and registration exercises, plans and processes, ensuring alignment with WFP’s wider program policies and guidance.
✓ Contribute to ensure that the right assistance goes to the right beneficiaries, using the corporate and in-house developed tools and techniques of identifying the WFP’s beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1.Contribute to capturing, analysis and documentation (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) of business requirements for IT solutions and services following WFP policies, standards and strategies.

2. Work with more senior team members to communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans.

3. Contribute to the baselining and tracking of business requirements through to implementation for efficient management of change.

4. Test and analyze IT solutions and document the match against business requirements for quality and accuracy.

5. Maintain contacts with business counterparts to bring their requests into IT and keep them informed of actions.

6. Maintain up-to-date the service catalog of IT solutions offered to the business, including current, retired and those in the pipeline to support effective knowledge management.

7. Review how IT service levels align with SLAs for solutions or services focused on the business and alert service managers of discrepancies. Assist to survey business satisfaction with IT solutions and services.

8. Support project managers in managing estimates, business cases, planning, risk identification, issue management for the effective delivery of IT solutions.

9. Adhere to processes and procedures for the Business Relationship Management, Business Analysis and IT Project Management functions to ensure compliance and consistency.

Additional Responsibilities:

  • Contribute towards the design and the development of the targeting and registration activities’ digital solutions, ensuring that the digitization tools are well developed, configured, and fully aligned with the agreement’s annexes signed with the authorities.
  • Support the design of the digital assistance solutions with the tools and apps that are developed, managed, or supported by BIM sub-unit.
  • Contribute to drafting the BIM’s implementation plans and support the executing of the targeting and registration activities placing emphasis on the BIM’s part.
  • Lead the digitization of WFP’s beneficiaries’ data and guide the data team on the proper data management strategies to ensure that all WFP beneficiaries data records are standardized, well cleansed, stored with encryption, imported into SCOPE global instance and ready to be included in the targeting activities considering the best access control practices.
  • Guide and supervise the BIM team members, acting as a point of referral and supporting them with analysis and queries.
  • Manage the task assignments and set the timelines and timeframes to meet the deadlines of the different tasks and activities, follow-up on the on-going tasks, support the team when required, ensure the on-time delivery, and review the deliverables and the outcomes before final/external submission.
  • High level research and analyze the technical, data related, and operational issues and challenges that are under BIM, then to guide the respective BIM’s team members for long-term and root solutions and for the lessons learnt documentation.
  • Build and enhance the capacities of the BIM’s team members, to ensure better delegation in different emergency situations and circumstances and to enable the team to run their roles confidently.


QUALIFICATIONS AND EXPERIENCE

Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.

Experience:
✓ 1 or more years of professional experience for (master's degree holders) working in a relevant field. 

✓ 3 or more years of professional experience for (bachelor's degree holders) working in a relevant field. 
 

Note: (Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%).

  • Relevant work experience in beneficiary data management and/or SCOPE platform.
  • Has taken leadership of implementing programs and managing teams.
  • Has experience in program design, implementation, monitoring, and evaluation, preferably in a humanitarian or development context.
  • Has experience in providing technical business support in program exercises.
  • Has experience with data collection and SCOPE data importation.


Language: Fluency (level C) in English language & Fluency (level C) in Arabic language.
