Under the direction of the Head ICTS, the responsibilities of the Digital and Data Officer include the following duties: 

Overall: 
1. Lead the software development and data management team and foster a collaborative and high-performing team culture, encouraging innovation, knowledge sharing, and continuous improvement.
2. Develop and implement a strategic vision for software development and data management aligned with IMO Digital Strategy and ISO standards, ensuring compliance with high-quality standards and facilitating the transition of solutions to operations.
3. Participate in the formulation of ICT strategies, plans, policies and standards while fostering strong communication channels across functions.
4. Work in close collaboration with the ICT Security and Operations Unit and other stakeholders to develop and deliver long-term strategy and technology roadmaps.
5. Manage the identification, analysis and documentation of business needs translating them into user/system requirements and solution conceptualizations.
6. Oversee the recruitment, training, and development of software developers and information systems support staff.
7. Support users in line with Service Level Agreements (SLAs).
10. Provide professional advice to Member States and UN/IGO/NGO. 

Software Development: 
1. Oversee the end-to-end software development life cycle, ensuring the delivery of scalable, high-performance, and secure software solutions. 
2. Collaborate with project managers and other stakeholders across the organization to ensure successful project outcomes.
3. Provide advice and suggestions to implementation officers, for example, web hosting, sub domain registration, data exchange, SSL certificate registration etc.
4. Collaborate with other UN and regional organizations such as UNICC, UNECE, EMSA on delivering projects.
5. Evaluate, select and implement appropriate technologies and agile development frameworks ensuring iterative and collaborative project delivery with regular sprints, planning, reviews, retrospectives, and performance assessments to optimize team performance.
6. Ensure the design of scalable, flexible, and maintainable software systems is in line with Secure Development Policy. 
7. Maintain high standards of software engineering by enforcing coding standards, conducting code reviews, implementing robust testing strategies, and managing quality assurance processes to deliver high-quality software solutions.
8. Work with Member States and Secretariat users on beta tests and feedback.
9. Conduct regular application performance assessments and take proactive measures to address bottlenecks.
10.  Lead efforts in identifying and resolving complex technical issues.
11.  Support in-house developed software systems, such as GISIS, Web Accounts, IMODOCS and eRoster.
12.  Lead technical support efforts for in-house developed systems (e.g., GISIS, IMODOCS) and customized software solutions, managing APIs, security systems, and ensuring smooth collaboration between development and operations teams.
13.  Provide guidance to software development team in troubleshooting and debugging
14.  Conduct regular performance reviews, set individual and team goals, and provide constructive feedback to team members.

Data Management:
1. Implement data policies in accordance with ISO standards to ensure the confidentiality, integrity, and availability of data, while also leading in the development and management of Big Data tools and optimizing data analysis systems. 
2. Work closely with users to understand and analyse use cases, assisting in data presentation with tools like Excel and Power BI. 
3. Evaluate and select appropriate data storage solutions, including databases, data warehouses, and cloud-based platforms.
4. Optimise existing data analysis systems and procedures such as SAP reports, remote participants report etc.
5. Implement robust data security measures, including encryption, access controls, and data masking.
6. Evaluate and provide data exchange solutions to other Business Units, such as data exchange between Digital Sales platform and SAP.
7. Collaborate with ICT security team to ensure compliance with security policies and safeguard sensitive information.
8. Collaborate with ICT operations team to oversee data backup and recovery settings to mitigate the risk of data loss.
9. Foster a data-driven culture within the organization and promote the responsible data use, andcollaborate with external vendors to enhance data-related services and solutions.
10. Extend and maintain disaster recovery plan and conduct annual test.
