About Project Expedite Justice
Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with 501(c)(3) charitable organization designation.
PEJ's mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.
PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ's 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence according to international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.
PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US. We are deeply committed to increasing opportunities for lawyers and other human rights defenders from the global majority or global south to participate in international rule-of-law-based nonprofit work.
The Opportunity: Subgrants Officer at PEJ
Job Summary:
We seek a highly motivated and organized Subgrants Officer to join our team. The Subgrants Officer will play a critical role in supporting the successful implementation of PEJ’s grantmaking activities under Team Ukraine. This position requires strong attention to detail, excellent organizational and communication skills, and a commitment to supporting the work of local partners.
Key Responsibilities

Subgrant Administration:
-
Manage the full subgrant lifecycle, including:
-
Receiving, reviewing, and assessing subgrant applications.

Conducting due diligence on potential subgrantees.
-
Negotiating and drafting subgrant agreements.
-
Tracking subgrant disbursements and expenditures.
-
Monitoring subgrantee performance against agreed-upon deliverables and timelines.
-
Ensuring compliance with all grant terms and conditions.
-
Preparing and submitting subgrant reports to donors and internal stakeholders.

Technical Assistance:
-
Provide technical assistance to subgrantees on grant management, financial reporting, and other relevant areas.

Address subgrantee inquiries and resolve issues related to grant agreements and documentation.

Conduct capacity building workshops for subgrantees on grant management best practices.

Documentation and Reporting:

Maintain accurate and up-to-date records of all subgrant activities.

Prepare and submit timely reports on subgrant progress and performance.

Develop and maintain templates for subgrant agreements, reports, and other relevant documents.

Coordination and Collaboration:

Coordinate with the Program Lead and other program staff on subgrant-related matters.

Collaborate with the Finance team on budget tracking, financial reporting, and reconciliation.

Work closely with subgrantees to ensure their success.

Data Management:

Collect, analyze, and report on subgrant data for program evaluation and learning.

Maintain a database of subgrantee information and grant records.
Profile: Qualifications and Attributes

Education and Experience:
-
Bachelor's degree in International Development, International Relations, Business Administration, or a related field.

At least 3 years of experience in subgrant management or a related field in the international development sector.

Experience working with NGOs and/or international organizations preferred.

Technical Skills:
-
Strong organizational and time-management skills with the ability to prioritize tasks and meet deadlines.

Excellent attention to detail and accuracy.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Experience with grant management software (e.g., Salesforce, Grants.gov) a plus.

Interpersonal Skills:

Excellent interpersonal and communication skills (both written and verbal).

Strong relationship-building and negotiation skills.

Ability to work effectively with diverse stakeholders, including subgrantees, donors, and internal staff.

Must be based in the Ukraine and speak Ukrainian fluently.
