GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.                                                                                      

 

POSITION SUMMARY

The Project Officer will oversee the successful implementation of the "Fiji Bamboo to Adapt and Mitigate Climate Change" project, providing leadership in planning, execution, and monitoring. This role is critical in driving the integration of bamboo as a sustainable and climate-resilient resource into Fiji’s national development priorities. The officer will collaborate with key stakeholders, including government ministries, private sector entities, and local communities, to align project objectives with green growth strategies and foster impactful outcomes.

In addition to managing the Fiji bamboo project, the Project Officer will play a key role in assessing development opportunities, supporting the development of the Fiji Country Planning Framework (CPF), and formulating and implementing projects that align with Fiji’s evolving green growth needs. This role requires a combination of technical expertise, strategic planning, and strong stakeholder engagement skills to deliver measurable environmental and socio-economic impacts.

 

PURPOSE

  • Lead and manage the project "Fiji Bamboo to Adapt and Mitigate Climate Change", ensuring timely and high-quality delivery of outputs.
  • Develop and refine project plans, timelines, and resource allocation strategies to optimize results.
  • Assess development issues and opportunities within targeted sectors in Fiji to identify green growth interventions.
  • Work closely with the GGGI Country Representative and project team to ensure effective communication, coordination, and alignment of activities within the project portfolio.
  • Contribute to the formulation of the Fiji Country Planning Framework (CPF) and identify projects within the CPF context.
  • Analyze the dynamic contexts and evolving green growth needs & priorities of Fiji and integrate them into design and implementation of country program plans and activities.
  • Build understanding and support for green growth approaches among national stakeholders, fostering their integration into development planning;

 

ENGAGEMENT

  • Advise Project Team and Representative with evidence and data driven substantive inputs and analyses on project activity development, implementation and assessment.
  • Foster strong relationships with internal and external stakeholders, ensuring effective communication and collaboration.
  • Act as a focal point for stakeholders seeking information or updates on projects.
  • Collaborate with the regional GGGI team and other country teams in the Pacific region, as well as units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations, both formal and informal with the counterpart government ministries, including the Ministry of Public Works, Meteorological Services & Transport, Ministry of Forestry, Ministry of Environment and Climate Change, and the Ministry of Finance, Strategic Planning, National Planning & Development and other sectoral government ministries and departments, the private sector, academia and other key local stakeholders  to capture and integrate their changing green growth needs and manage “client” expectations.
  • Promote green growth methodologies and initiatives with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement within Fiji’s national context and adapt approaches to ensure effectiveness;

 

DELIVERY

  • Take the lead in managing the ongoing project ”Fiji bamboo to adapt and mitigate climate change” , overseeing all aspects from planning to implementation and reporting.
  • Undertake project lead responsibilities, including coordinating and managing project consultants, and to ensure project outputs are delivered according to required standards.
  • Liaise with relevant stakeholders, partner organizations, and MFAT representatives to ensure project objectives are met.
  • Take lead in mobilizing resources to demonstrate a pilot bamboo structure in Fiji and mobilize additional resources to scale-up the results and impact of green buildings programmatic solution.  
  • Identifies project delivery challenges and ensures effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Identify areas for process improvement and efficiency within the project management framework and implement best practices to enhance project delivery and team productivity.
  • Identify potential risks and propose mitigation strategies to maintain project timelines and deliverables.
  • Organize project activities including policy/advisory output consultation and validation meetings & workshops, study tours, training and capacity building programs, awareness raising and knowledge sharing workshops for stakeholders.  
  • Develop result reporting of project activities and facilitate internal and external communications, including periodic updates to the government on GGGI administered projects, as required,
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
  • Support the Country Representative in the development and delivery of the Fiji Country Planning Framework.

 

REQUIREMENTS 

QUALIFICATIONS

  • Bachelor's degree in a relevant field (e.g., Architecture, Civil Engineering, Business Administration, Project Management, Environmental Studies, Sustainable Development, International Relations) or equivalent.
  • Minimum of 5 years of experience in project coordination and management, with a track record of successfully executing complex projects on time and within budget.
  • Familiarity with resilient housing, environmental initiatives, or international relations would be advantageous.
  • Experience in day-to-day engagement with Government ministries and agencies.
  • Experience in engaging with development partners, small private sector actors (micro and SMEs) and other stakeholders (NGOs, rural/island communities).
  • Experience in project management, policy and planning, research and analysis and project design.
  • Experience in organizing policy consultations, validation meetings, workshops, and capacity building events.
  • Experience applying participatory approaches, gender, environmental and social inclusion safeguards.
  • Experience working in Fiji or other Pacific Island Countries or is an advantage.
  • Fluency in English and excellent report writing skills are essential.

WORKING CONDITIONS

The Project Officer is an X8, Fiji national grade level in GGGI's salary scale. For X8 Fiji grade, the base salary starts from USD 30,534. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental.
