1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 110 approved Members worldwide. We are capitalized at USD100 billion, and AAA rated by the major international credit rating agencies. Collaborating with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity. The Portfolio Management Department (PMD) is responsible for monitoring the implementation of AIIB-funded projects, providing administration, risk management, and quality assurance of the Bank’s existing and fast-growing portfolio comprising both sovereign-backed-financings and non-sovereign-backed financings, and managing and refining investment processes (including portfolio management processes and methodologies) in line with international best practices, with the goal of ensuring timely implementation of Bank-financed projects with high-quality standards, in compliance with Bank policies, to achieve the Bank’s strategic goals.

2. Objectives of the Assignment

AIIB is in search of a consultant to work on the roll out process across multiple phases for PIMR enhancements, including the IDR for PIMR and implement project document automation in the investment management information system (IMIS) and enable alignment between updated relevant policies, directives, instructions, internal investment processes, and systems for Investment Operations (IO).

3. Scope of Services

The Consultant will engage in the following activities as part of their scope of service: 1. Conduct a comprehensive analysis of existing relevant policies, directives, instructions, internal investment processes, and the systems to identify areas of improvement and further digitalization. 2. Collect user feedback and define the list of business requirements for continuous system optimization and digitalization; discuss and align the business requirements across various departments. 3. Work with IT on the solution design for new business requirements. 4. Coordinate with IO departments to conduct system testing and collect user feedback. 5. Facilitate communication and deliver training sessions to educate users on process improvements, and system updates. 6. Monitor the business operation via the internal system and generate management reports and dashboard. 7. Continuously assess and recommend improvements to enhance the alignment between relevant policies, directives, instructions, internal investment processes, and IO related systems. 8. Develop and implement change management strategies and plans to ensure smooth transitions and minimize disruptions during system updates and/or policy changes.

4. Consultancy Output / Deliverables

1. Two (2) IO data system business requirements requests, in Word format of no more than 15 pages. 2. PIMR digital enhancement phased roll out/change management plan, in PPT format of no more than 10 slides. 3. PD summary sheet digital enhancement roll out/change management plan, in PPT format of no more than 10 slides. 4. IDR for PIMR process user test report, in Word format of no more than 2 pages.

5. Implementation Arrangement

The Consultant is expected to work at the Bank’s headquarters in Beijing.

6. Support to the Consultant by the Bank

The Consultant will receive accesss to policies, administrative guidance documents and relevant IO Data Systems.

Qualification Requirement

1. Minimum 5 years of relevant change management experience in an international organization or comparable organization, dealing with business analytics, digital innovation, and IT project management. 2. Good data analytics, and data visualization skills. 3. Excellent written and spoken English communication skills in multicultural environments. 4. Client-focused mindset with the ability to understand and address client needs effectively.
