IMPORTANT INFORMATION:

This position is offered under UNOPS Local ICA contract until 31/12/2025 with possibility of extension.

1. General Background
(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)

The United Nations High Commissioner for Refugees (UNHCR) has a mandate to provide international protection and search durable solutions for refugees and stateless individuals.

In Mexico, UNHCR works by providing technical advice on asylum matters and refugee status determination, along with their respective procedures. It also collaborates with relevant Mexican authorities to identify individuals with international protection needs, particularly focusing on the identification and protection of special groups such as unaccompanied or separated refugee children and adolescents, victims of human trafficking, and stateless persons.

In partnership with Mexican civil society organizations, UNHCR also supports the strengthening of mechanisms and initiatives that promote and facilitate the integration of refugees and stateless persons in Mexico.

2. Purpose and Scope of Assignment

Under the overall supervision of Durable Solutions Associate the Durable Solutions Assistant will perform the following tasks:

Contribute to the operation of the integration program by:
• Ensuring that vulnerable people of interest are identified and receive care and follow-up according to their specific needs.
• Supporting home visits to families who have been relocated, as well as subsequent efforts depending on the vulnerabilities detected.
• Supporting the reception of new families relocated to Monterrey, including job, school, and public service channels, among others.
• Supporting the delivery of humanitarian assistance, in accordance with the approved assistance plan and operational guide.
• Participating in meetings with government, private, or civil society counterparts to promote the inclusion and integration plan in Nuevo León.
• Writing correspondence and reports.
• Applying UNHCR corporate tools, participate in the development, implementation, and monitoring of projects designed to cover basic needs, livelihoods, and integration.
• Participating and contributing input to the strategic planning exercise of the Durable Solutions Unit.
• Maintain up-to-date data collection on beneficiaries and impact indicators in coordination with the Admin/Program unit.
• Update and implement tools for monitoring activities.
• Perform other tasks as needed.

3. Monitoring and Progress Controls
(Clear description of measurable outputs, milestones, key performance indicators and/or reporting requirements which will enable performance monitoring)
     
The contractor will provide input on the challenges and opportunities that exist in the Monterrey integration program.

• Design of a follow-up plan for each relocated family.
• Participatory diagnoses with an age, gender and diversity focus carried out.
• Reports on the reception of new families.
• Identification and proposal of possible improvements in the integration program.
• Input to improve the strategy for access to housing, education, employment, health, services and public programs for relocated people.
• Review of the mid-term period and final evaluation where the progress of performance and the development of the agreed objectives will be evaluated.
• As an active UNHCR team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions.
• All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. 4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

      Completed high school or its equivalent, or Bachelor or equivalent or higher in Psychology, Social Work, International Relations, Social Sciences, Politics, Law, Human Rights, or any other related field.
• Desirable: Certificates and/or Licenses: HCR Protection Learning Prg; HCR Resettlement Lrng Prg; HCR Protection Induction Prog.
• Oral and written skills in Spanish and English are desirable.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
     
• Minimum 1 year of experience relevant to the functions.
• Desirable: Diverse field experience. Experience in Interviewing.   
• Previous experience with population of interest, migration issues, and internal displacement is desirable.
