Terms of Reference

General Background:

UNHCR, the UN Refugee Agency, is offering a contract within the Private Sector Partnerships (PSP) Services in our Office in The Hague, The Netherlands.

Established in December 1950, the Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect and assist refugees, forcibly displaced communities and stateless people. UNHCR works in over 135 countries to protect and care for over 84 million people.

UNHCR has traditionally been funded by voluntary contributions from member states. In addition, due to the enormous growth in the number of people fleeing, fundraising in the private sector has become increasingly important.
In the current global context, new support for and deeper engagement in the refugee cause is essential. Particularly, expanding private sector fundraising to broaden the donor base is imperative in times of ever-growing humanitarian needs and increased competition over scarce governmental resources.

UNHCR’s Private Sector Partnerships (PSP) plays a crucial role in helping expand the organization’s funding base, by raising funds from both individual giving and private sector sources, ensuring a sustainable and predictable stream of income.

The position falls within the Private Partnerships and Philanthropy (PPH) team, which is responsible for raising funds from, and establishing strategic partnerships with major donors, foundations, corporations and gifts in will. It is a new position within the team, focusing on securing support from both major donors and foundations. This by managing a group of existing donors and partners, as well as by prospecting (prospect research, individual selected prospects, end of year campaign, middle-to-major donors, supporting our to-be-established fundraising board, intermediaries, etc). The position gives an excellent opportunity to establish, cultivate and manage diverse relationships with major donors, foundations and intermediaries, thus helping to secure revenues for UNHCR programs worldwide.

Purpose and Scope of Assignment:

Under the supervision of the Associate PSP Officer (PPH), the Assistant PPH Officer will provide support to the PPH fundraising colleagues on Private Sector Engagement with (U)HNWI’s and foundations with the aim to help secure long-term income for UNHCR programs. The Assistant PPH Officer is expected to work closely with the Netherlands PSP team, UNHCR Branch Office in the Netherlands and the rest of the PSP network as required.

The main tasks and responsibilities of the Assist. PPH Officer will be to:

• Liaise with existing major donor and foundation contacts to further build and cultivate the relationships.
• Provide excellent relationship management to existing major donors and foundation partners to ensure that we achieve shared goals and that expectations are regularly reviewed and evaluated;
• Identify major donor and foundation prospects and build a solid qualified network and prospects/contacts pipeline for UNHCR;
• Carry out prospect research on the selected prospects;
• Systematically engage with prospects, including tracking of progress;
• Develop compelling presentations and proposals for potential new major donors and foundations, as well as for maximizing potential with existing ones;
• Identify existing middle donors with major donor potential, and cultivate the relationships;
• Liaise with existing intermediary contacts to further build and cultivate the relationship;
• Identify intermediary prospects and build a solid qualified network;
• Initiate and lead on building engagement- and prospecting projects, e.g. initiating and managing the PPH end of year campaign for major donors, foundations and corporates (which secures both income as well as leads);
• Further raise awareness of UNHCR among PPH target groups, including identifying and following up on communication opportunities;
• Contribute to the implementation of the strategic plan for Private Partnerships & Philanthropy in the Netherlands in line with global and regional PSP strategies;
• Support the efforts of the PSP NL team to strengthen UNHCR's positioning as the Dutch private sector’s go-to partner on the topic of forced displacement;
• Staying abreast of the fundraising environment and proactively developing new opportunities for UNHCR in the Netherlands;
• Work within UNHCR's due diligence screening policies and processes for PPH collaborations;
• In addition, the Assistant PPH Officer will provide ad hoc support upon request as relevant.

Essential minimum qualifications and professional experience required:

a. Education

• Completion of HBO+/University (equivalent to Bachelor’s) degree in Marketing, International Relations, Management, Business Administration, Economics, Law, Hotel Management, Journalism, Communications, or related field is mandatory for this position.

b. Work Experience

• Minimum one year of previous job experience relevant to the functions;
• Proven experience of providing support in cultivation, solicitation, and stewardship strategies and techniques, with major donors and foundations;
• Experience with CRM systems (e.g. Salesforce) would be an asset;
• Experience with an international (humanitarian) NGO or UN organization would be an asset.

c. Key Competencies

• Good knowledge of the Netherlands’ fundraising environment, in particular Private Sector Partnerships and Philanthropy, focused on major donors, foundations and intermediaries;
• Affinity with the work of UNHCR and committed to a better world for refugees;
• Demonstrated ability to work in a structured way and having an eye for detail;
• Enjoys further developing existing relationships with best-in-class stewardship;
• Can work independently, high level of flexibility and takes things up quickly;
• Ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often functions on short-term deadlines;
• Ability to explain complex issues to donors and present the organization and diverse operations in an appealing and concise manner;
• A flexible team player with a service-oriented attitude;
• Excellent social and communication skills;
• Strong writing skills;
• Fluency in Dutch and English (oral, written, comprehension) is essential.

Location:

The successful candidate will be based with the team in UNHCR’s office in The Hague, The Netherlands.

Conditions:

The position is associated with a yearly contract, valid until end of the year, with possibility of renewal. It is a full-time role of 37. 5 hours a week, with working hours starting from 9 AM to 5 PM, Monday to Friday. The salary is between € 5,422 and € 6,284 gross and is in line with the local National Officer salary scale of the United Nations.
