Functional Responsibilities

The duties of the Deputy Security Adviser include but are not limited to: 


1. Advisory and Technical
  • Advise the Designated Official (DO), the Chief Security Advisor and the Security Management Team (SMT) on all safety and security related matters pertaining to the management of the UN Security Team and the physical security of UN compounds including the planning and implementation of projects.
  • In line with the UNSMS methodology, policies, and procedures, develop, as required, security risk assessments and security plans.
  • Liaises and coordinates with host government security organs, including national and provincial authorities, military and police, as well as diplomatic, NGO, commercial and other UN security entities, at an appropriately senior level.
  • Assists in the assessment of the security situation and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation

2. Operations
  • Oversees the management of all security personnel. 
  • Develops security contingency plans to manage emergencies and crisis situations, including Fire Safety; implements and maintains defensive measures to mitigate/forestall all possible breaches of security, taking into account the current security risk assessment.
  • Assist the CSA in providing advice on the identification, maintenance and functioning of the security infrastructure. 
  • Create, disseminate and maintain Standard Operating Procedures/Post Orders. 
  • Manage tasks for security related projects by representing UN security in working groups/task forces including for new UN offices.
  • Support the CSA with administrative tasks including procurement and accounting for security equipment, resource allocation, performance management and preparation and monitoring of the budget. 
  • Identification and mitigation of building deficiencies related to security. 
  • Maintains an ongoing review of operational plans and ensures that UN compounds have a functioning floor warden system.
  • Plan and coordinate security operations for specific events and visits. 
  • Manage and perform daily monitoring, taking necessary action when required, and generate reports as needed. 
  • Assist in reporting security incidents, arranging SMT meetings, providing security updates, preparing SMT minutes and tracking follow-on actions.
  • Deputizes in the absence of the CSA and performs other duties as assigned by the CSA.

3. Staff Development 
  • Develop and deliver staff development and training programs for UN personnel and security focal points.
  • Ensure that all UNSMS personnel are kept informed on matters affecting their security, including with newcomer orientations, ad hoc briefings and continuation of the SAFE-UN program.
  • Maintain up-to-date instructions and training for personnel on implementation of the security plan.

4. Team Management 
  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices. 
  • Direct line management of the Security Associate.  Responsible for the recruitment of security personnel and oversight of the security guard team. 

5. Knowledge building and Knowledge sharing 
  • Organize, facilitate and/or deliver training and learning initiatives for personnel on Security related topics. 
  • Lead and conduct initiatives on capacity development and knowledge building for Security personnel, including network development, plans, learning plans and activities, procurement practice information and best practice bench-marking. 
  • Oversee team's contributions to Security knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices in Security. 
  • Guide team's collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively

Education/Experience/Language requirements

Education:
  • Advanced university degree in social or political science, law, public administration, business management , security management or related field OR
  • A first level university degree in combination with an additional 2 years’ relevant experience (7 in total) OR
  • A technical/professional diplomat in combination with an additional 4 years’ relevant experience (9 in total) OR
  • Secondary diploma in combination with an additional 6 years’ relevant experience (9 in total) OR
  • Substantial experience (a minimum of 11 years) in civilian police or military may be accepted in lieu of formal education.
Experience:
  • A minimum of 5 years of experience in security management, with at least 3 years in a senior role.
  • Demonstrated experience in physical security, security planning, national liaison and coordination and/or crisis management is required
  • Experience with the United National Security Management System is an asset
Language requirement:
  • Excellent communication skills (written and oral) in English are required.
  • Knowledge of another official United Nations language and/or Danish is an advantage
