Role and responsibilities 

Protection from Violence (PfV) encompasses both UDOC (Urban Displacement Out of Camps) and traditional Protection activities, in line with NRC’s global structure, for Northern Ukraine, including Chernihiv, Kyiv and Sumy oblasts. The purpose of this position is to engage in all protection tasks such as protection monitoring at community and household level, active participation in the development and support of activities related to CSP (Civilian Self Protection), provision of specialised responses through Individual Protection Assistance (IPA) through cash or in-kind support and supporting cases through referrals both internally to NRC teams, and externally to service providers, in accordance with NRC Country Office’s strategic and policy framework. As the UDOC programme is set up, the activities under this umbrella are aimed at support in needs assessments, stakeholder engagement and relationship building. 

These mechanisms will be established through mobile outreach as part of the Protection from Violence team. 

 Generic responsibilities  

  1. Ensure compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these. 
  2. Develops systems and SOPs and makes sure they are implemented accordingly. 
  3. Identify, analyse and evaluate key processes and gaps in the team activities and make recommendations for improvement. 
  4. Develop strong working relationships with local authorities, civil society, NGOs and other key stakeholders, including representing NRC in meetings as appropriate 
  5. Ensure adherence to NRC policies, tools, handbooks, and guidelines 
  6. Support in the roll-out of a needs assessment in target areas in north Ukraine, including border regions and other potentially insecure environments 
  7. Maintain up-to-date service mapping and referral pathways for individuals identified in need of assistance 
  8. Work with APM to ensure capacity building of all staff in line with work & development plans 
  9. Prepare and develop status reports as required by management, including timely reporting on programmatic and contextual issues 
  10. Ensure proper data protection of sensitive information at field level, development and maintenance of databases, filing of documents in line with data protection protocols. 

 Specific responsibilities  

  1. Supervision of the PfV team, including weekly operations and performance management as required. 
  2. Support the implementation of NRC’s Protection Policy and global protection standards within Country Office through working with programme management. 
  3. Develop strong working relationships at the Country Office level, Area North level and field level with external protection actors and referral partners. Represent NRC at the field level in protection coordination meetings. Support the development of multisectoral coordination mechanisms at local level in line with PfV strategy and national legal frameworks 
  4. Support in project management, including budgeting, to ensure targets and expenditure are appropriately planned and implemented in line with NRC policies and internal workplans. 
  5. Lead on stakeholder meetings and community participation and/or consultation processes with IDPs, returnees, and host communities 
  6. Develop protection tools and guidance and continually update protection action plans to ensure integrated and safe programming. 
  7. Produce regular context analysis updates on key protection trends and contribute to programme development discussions.

  • Previous experience working in humanitarian projects is an advantage 
  • Deep knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation 
  • Knowledge of global protection standards and relevant bodies of international law
