The United Nations Development Programme (UNDP) is committed to supporting Montenegro in meeting its international reporting obligations on environment and climate change while advancing its transition towards a more resilient, environmentally responsible, and climate-neutral society. This effort aligns with Montenegro's commitments to the Paris Agreement, the European strategic long-term vision, and the Sustainable Development Goals (SDGs).
To achieve these objectives, UNDP implements initiatives aimed at reducing the country’s carbon footprint in key sectors such as tourism and transportation, protecting biodiversity, promoting sustainable resource use, improving waste management, and fostering green growth. UNDP emphasizes the interconnectedness of green and digital transitions, leveraging innovative technologies and digital solutions to enhance resilience, optimize resource efficiency, and drive inclusive and sustainable development.
A key focus of UNDP’s efforts is on supporting Montenegro's national stakeholders and partners in “greening” key economic sectors through integrated strategies, policies, and financing frameworks. This includes fostering a more competitive business environment, creating opportunities in emerging green sectors, and driving digital transformation. At the same time, UNDP works closely with local governments to ensure communities are directly involved in shaping and benefiting from sustainable development initiatives. Specific projects address biodiversity conservation, climate change mitigation and adaptation, waste management, just transition, and achieving climate neutrality. Tailored actions at both national and local levels ensure that these initiatives meet the needs and priorities of communities, reinforcing resilience and sustainability.
UNDP places a special emphasis on gender equality principles, ensuring that women are empowered to actively participate in designing Montenegro’s climate mitigation and adaptation responses and implementing related policies. Recognizing persistent gender gaps in responding to climate change, advancing resilience, and accessing green labour market opportunities, UNDP works to identify and address these gaps. This ensures an inclusive, gender-responsive just transition that leaves no one behind. Additionally, UNDP prioritizes resilience-building and urban adaptation, considering the diverse needs and vulnerabilities of societal groups to create equitable and climate-resilient communities.
Over the years, the partnership between UNDP and local governments in Montenegro has delivered transformative outcomes in urban governance and sustainable development. Since 2021, UNDP has become the Government’s partner of choice in facilitating Montenegro’s just and green transition. Simultaneously, the Country Office (CO) has established itself as a key international ally in advancing digital transformation to enhance public services, strengthen digital skills, and bridge the digital divide across societal groups. Key initiatives include the development of a Just Transition Roadmap, socio-economic diagnostics for Pljevlja, and the establishment of institutions such as the Environmental Protection Fund, Innovation Fund, Science and Technology Park, Technology Transfer Office, and Creative Hub in Pljevlja. UNDP has also launched impactful energy efficiency and innovation programs supporting local businesses and the national economy.
Building on this foundation, through the Slovak Transformation Fund (STF) 2025+ initiative, UNDP will continue collaborating with municipalities such as Pljevlja and Podgorica to co-create innovative solutions that enhance urban resilience and support sustainable and inclusive development. These efforts are deeply integrated with Montenegro’s EU integration goals and the global SDG agenda.
By combining global expertise with on-the-ground experience, UNDP strengthens Montenegro’s institutional capacities, empowering national institutions to take ownership of the development agenda. This capacity-building approach reinforces Montenegro’s ability to independently navigate complex transitions, including EU alignment, green and digital transitions, and broader sustainable development challenges.
Within this context, UNDP will engage a Project Analyst to lead this process.
Under the oversight of the Resident Representative and coordination of Regional Project Manager, and primary supervision of the Team Leader for Green and Inclusive Growth in UNDP Office in Montenegro, the Project Analyst’s duties are outlined below and will be fulfilled in line with the prevailing UNDP rules and procedures, as well as with due compliance with the UNDP internal control framework. The Project Analyst will execute duties and responsibilities outlined below in the following functional areas:

Management of the project and implementing activities by mobilizing goods and services, in accordance with the internal UNDP policies and procedures:
- Ensure timely and good-quality implementation of workplan activities ensuring close consultation and coordination with and guidance from Regional Project Manager and Team Leader;
- Continuously monitor progress against the approved work-plan; identify changes in the external environment and promptly agree necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities) with UNDP Office in Montenegro, Istanbul Regional Hub and Project Board;
- Prepare annual project work-plans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary);
- Support the technical experts/advisers and team members in internal and external communication and partnerships with relevant institutional counterparts;
- Identify synergies with other UNDP projects and coordinate accordingly and link project activities with related and parallel activities internally and externally;
- Support dynamic portfolio management, iterating interventions based on learning and results;
- Mobilize personnel, goods and services, and training activities, including drafting terms of reference and work specifications and overseeing all contractors’ work.
- Ensure timely coordination and implementation of recruitment of individual consultants;
- Ensure that procurement of goods and services under covered projects is undertaken in an optimal quality manner;
- Ensure the establishment and maintenance of complete accounting records of all project activities (budget, commitments, expenditures, income); ensure proper follow up in relation to project expenditures, approval, and financial reporting;
- Be responsible for all assets purchased and used under the portfolio;
- Monitor the resources being spent i.e., approve requisitions in Quantum and certify/confirm receipt of goods and services;
- Assist in identifying relevant sources of expertise and funds for project/activity implementation;
- Review official documents and communications, including drafting routine correspondence, facsimile, memoranda and reports from oral instructions, previous correspondence or other available information sources, in accordance with the standard office procedures;
- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports; ensure preparation of budget revisions as necessary; follow up with UNDP Programme Associate and finance staff on issues;
- Monitor of progress and risks, ensuring that changes are controlled and problems addressed, and report on progress including measures to address challenges and opportunities. Advice respective Team Leader on potential adjustments of actions and procedures in light of changing requirements, issues, risks and needs;
- Support organization of Project Board meetings and perform regular progress reporting to UNDP and the Project Board as agreed with the Regional Project Manager, Portfolio Team Leader and the Project Board;
- Prepare progress reports in close coordination with technical advisers to the project, with the frequency and using the template recommended by UNDP;
- Submit the report to UNDP Team Leader for review and clearance and submit to Regional Project Manager according to agreed timetables;
- Ensure reporting to Regional Project Management team is prepared timely, the reports meet expected standards, and are gender inclusive;
- Support the preparation of reviews and evaluations as defined in the project document;
- Coordinate an exit strategy at least 6 months ahead of the project closure date; ensure closure of the project is done according to the established procedures;
- Prepare final project reports and papers with desegregated data as per indicators, baselines and targets.

Support partnerships and advocacy activities at project level:
- Ensure and coordinate meaningful participation of relevant national and international stakeholders in all phases of planning and implementation processes;
- Build and sustain partnerships with municipalities, local innovators, private sector, NGOs, and civil society;
- Engage city leadership to embed systems thinking and portfolio approaches;
- Facilitate collaboration between city departments to navigate legal, technical, and operational processes;
- Serve as the focal point for the UNDP Communications Unit and prepare communication and visibility materials for project activities;
- Ensure project visibility by keeping target public informed about project objectives, results/achievements and their impact on the recipient communities;
- Ensure that outputs produced by the project are adequately communicated in partnership with relevant institutions and donors;
- Regularly monitor the relevant events and/or subjects in the local media.

Ensure implementation of knowledge management activities:
- Ensure that the project has the required communication package and related information materials for dissemination within UNDP and EU globally and regionally, and to external stakeholders. Update the communication package regularly to capture the results of the project;
- Capture lessons learnt during project implementation and support development of case studies and storytelling for portfolio results;
- Facilitate knowledge codification and sharing, as well as organizing targeted training sessions for project staff;
- Lead the design and implementation of Twin Transition portfolios (digital and green) at the city level;
- Facilitate strategic innovation processes using established frameworks applying systems thinking and portfolio approaches to urban development challenges;
- Lead sense-making sessions to reflect on portfolio progress and emerging opportunities;
- Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
- Contribute to the learning and knowledge sharing within UNDP and among external partners at the country, regional and global levels;
- Participate in regular internal meetings, training events, communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Impact of Results
The results of the work of the Project Analyst have a direct impact on the implementation of the project and the achievement of expected outcome(s). The results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) to meet expected results and contribute to the overall success and impact of the UNDP CO Montenegro and the UNDP Istanbul Regional Hub.
Institutional Arrangement
The Project Analyst will work under the primary supervision of the Team Leader for Green and Inclusive Growth in UNDP Office in Montenegro and in regular coordination and under matrix management of the Regional Project Manager. The incumbent has the overall responsibility for achieving the project results (outputs) as defined in the approved project document and annual work-plans through timely and qualitative implementation and monitoring. The incumbent will collaborate closely with the respective Project Associate, partners and contractors.

- Master’s degree in Social Sciences, Development Studies, Political Science, Environment, Public Policy, or a related field is required OR;
- Bachelor’s Degree in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Applicants with Master’s degree in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience at the national or international level in management of a development project.
