The United Nations Development Programme (UNDP) in Lebanon, with funding from KfW, has initiated the “Improving energy security and promoting the transition to sustainable energy in Lebanon”. The project focuses on providing sustainable energy solutions for public services ensuring a reliable electricity supply through renewable energy and energy efficiency interventions to public hospitals and public educational facilities. Furthermore, the project will provide policy support and capacity building in the renewable energy sector and support in the rehabilitation and upgrade of hydroelectric facilities owned by the electric utility EDL.
The UNDP is seeking to recruit one Project Analyst for this project with the main responsibility of leading the respective project team and providing project management support to the Project Manager/Advisor. The Project Analyst will be supervising the Project Engineers, who will provide the engineering support and operational coordination related primarily to the implementation of renewable energy and energy efficiency systems in public facilities across Lebanon and in related activities including the preparation of technical reports, capacity building, reporting and coordination.
2- Scope of Work
The Project Analyst will be responsible of leading the project team and providing project management support to the Project Manager. The Project Analyst will be supervised by the Project Manager. The Project Analyst will be supervising the Project Engineers, who will provide the engineering support and operational coordination related primarily to the implementation of renewable energy and energy efficiency systems in public facilities across Lebanon and in related activities including the preparation of technical reports, capacity building, reporting and coordination.
The specific functions/responsibilities include:
2-1- Ensure effective project planning, monitoring and implementation
- Assist the Project Manager/Advisor in the selection of beneficiaries through the review of the beneficiary application process, evaluation of the applications, and on-site validation of data and information.
- Assist the Project Manager/Advisor in the preparation of technical specifications for international and local consultants and consultancies in line with project objectives.
- Prepare technical specifications for the projects in accordance with the latest applicable standards and the best engineering practice.
- Prepare Tender documents for Renewable Energy and Energy Efficiency systems among other actions based on the design specifications.
- Review EE/RE technical specifications and check compatibility of the proposed EE/RE measures with site characteristics.
- Review and approve the full technical design and sizing and Single Line Diagrams (SLD) and installation / interconnection drawings (when applicable) for Renewable Energy and Energy Efficiency systems among other actions based on the beneficiary site needs and conditions including submitted shop drawings, work schedules and material specifications; and ensure conformity with the design specifications.
- Prepare, in collaboration with the various contractors, the time schedules for the execution works and the arrangements regarding the proper delivery of equipment to the installation sites; and ensure information is communicated to the site engineers.
- Elaborate, implement and monitor a Quality Assurance system for the implementation of the RE/EE systems to ensure that the works are in conformity to specifications and design instructions; and ensure work compliance with relevant engineering standards and codes.
- Supervise the performance testing of installations and coordinate hand-over arrangements.
- Supervise the monitoring and data collection from the various sites.
- Research and maintain an updated database on relevant EE/RE products and prices.
- Consolidate the various technical reports from the field and support in the preparation of progress reports accordingly.
- Identify project risks and implementation problems and propose effective solutions and opportunities to the Project Manager.
2-2- Ensure effective project coordination:
- Support the Project Manager to supervise the works of to ensure the proper supervision of works including ensuring the provision of complete listings of installed equipment per site; the preparation of site logs, acceptance reports, quality control procedures; change orders; documentation of site condition; etc.
- Act as focal point for the Project and maintain daily contact with the project team, the beneficiaries, contractors and other stakeholders.
- Inspect works for conformity to specifications and design instructions; and ensure work compliance with relevant engineering standards and codes.
- Identify, evaluate and provide solutions to field problems, and coordinate the implementation of solutions by collaborating with contractors, project engineers, project management, and beneficiaries.
- Consolidate the various technical reports from the field and support in the preparation of progress reports accordingly.
2-3- Establish partnerships and open channels of communication and facilitate knowledge and capacity building
- Support in liaising with project partners, counterparts, beneficiaries and potential beneficiaries for the proper implementation of the EE/RE projects.
- Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how to best leverage their participation and/or strengthen their engagement. Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. Make recommendations to the management team on activities with potential for scale-up, replicability and synergies
- Liaise with relevant public, private (e.g. Education) and non-governmental sector institutions for the coordination of specifications and technology transfer.
- Assist the Project Manager/Advisor in designing a policy support strategy for the enhancement of the Renewable Energies value chain in Lebanon.
- Support in the design and implementation of the various trainings and capacity building workshops that are organized by the project to transfer technology to beneficiaries and counterparts.
- Support resource mobilization efforts and project development

efficient functioning of the Office and the Organization
3- Institutional Arrangement
The Project Analyst will be working under the overall guidance of the Project Manager/Advisor. S/he will be oversighting a team of Project Engineers and Site Engineers. The incumbent will be based in Beirut and will have frequent travel to the project sites in Lebanon.
