Job Description
Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.
The Digital Infrastructure and Operations Division (DKI/DIO) groups corporate-wide IT business relationship management, digital workplace, infrastructure, operations and support services managed by EXD/DKI.
DKI seeks to recruit several Information Systems Engineers, to constitute a pool of candidates for current and upcoming needs, in order to work within, among others, the teams responsible for Systems Engineering, Desktop Engineering and Network Engineering:
Systems Engineer:
In this role, you will design, test, implement, document and operate a multi-service systems infrastructure. Reporting to a Team Lead, you will operate and support an infrastructure from the datacentre to the virtual machines, some applications and Micorsoft cloud (M365 and Azure). You will ensure good monitoring of the entire infrastructure, problem analysis and resolution, datacentre management (server installation/removal/maintenance), patching of physical servers, virtual machines and applications, and delivery of virtual machines, among other tasks. You will also be managing and contributing to projects for building (or upgrading) new solutions. You will always look for possibilities to automate tasks with PowerShell and propose improvements to processes. Strong technical, communication, and problem-solving skills, combined with a rigorous approach to aligning processes with organizational standards, will be essential for success.
Device Engineer:
In this role, you will design, test, implement, and maintain the corporate desktop and mobile device environments, ensuring a seamless end-user experience. Reporting to the Device Engineering Manager, you will leverage tools like Intune, PowerShell, and SCCM to manage systems, automate tasks, and enhance the Digital Employee Experience (DEX). You will also handle mobile device management and provide tailored support to VIP users. Strong technical, communication, and problem-solving skills, combined with a rigorous approach to aligning processes with organizational standards, will be essential for success.
Network Engineer:
In this role, you will be planning, implementing, documenting and operating a multi-service, wired and wireless network infrastructure. Reporting to a Team Lead, you operate and support the network infrastructure, from datacentre connectivity to end-user connectivity (switches, routers, firewalls, load balancers, VPN, WiFi, connectivity to Internet and Cloud, etc). You will ensure good monitoring of the entire infrastructure, problem analysis and resolution, network management, and patching of network equipements, among other tasks and responsibilities. You will also be managing and contributing to projects for building (or upgrading) new solutions. You will always look for opportunities to propose improvements. Strong technical, communication, and problem-solving skills, combined with a rigorous approach to aligning processes with organizational standards, will be essential for success.
Please note: These roles will be based in Paris, with the possibility of teleworking (as per the Organisation's rules and regulations).
Main Responsibilities
IT Services and Infrastructure Management
Design, test, implement and assure the continuous, timely evolution of the Organisation’s IT Services and Infrastructure, in compliance with OECD technical and security standards and industry methodologies.
Automate and optimise operational processes; troubleshoot unexpected issues and propose action to mitigate the risk of repeat occurrence.
Contribute to team and role-specific projects, in your area of technical expertise. Be proactive, autonomous and report accordingly.
Liaise with other IT teams, stakeholders and vendors as applicable; contribute to governance and continual improvement; share best-practices and expertise.
Stay up-to-date with of emerging trend; evaluate relevant new technologies and hardware, analyse their business benefit, conduct cost/benefit analysis, and draft evidence-based recommendations for their adoption when this would make good business sense.
Apply new techniques and trends, in-line with the overall objectives and risk tolerance of the OECD.
Participate in preparing Calls for Tender and assess technical bids as required to deliver fit for purpose, cost-effective contracts, where relevant and required.
Fulfil other role-specfic tasks, as required.
Operations, Support and Reporting
Analyse functional specifications prepared by others to identify and propose optimal, sustainable technical solutions.
Prepare effort and work breakdown estimates for efficient resource management planning.
Provide and maintain technical documentation for your area.
Monitor and analyse user behaviour and performance to gauge and report on health, usage and overall compliance of the standard desktop, server or network environment.
Manage monitoring alerts, support tickets and emails, provide 3rd level support and co-ordinate third-party interventions. Provide bespoke support to VIP clients, as required.
Prepare and deliver operational presentations/demonstrations for peer-groups and management as required.
Keep the team informed on operational activities and project-related activities; report progress to the team lead
Qualifications
Ideal Candidate Profile
Academic Background
A university degree in the field of IT, telecommunications or related field, or equivalent practical experience.
Relevant industry Certification, such as certifications on technologies listed below.
Professional Background
For Systems Engineer, 2 or more years of proven professional experience designing, deploying and managing server operating systems (mostly Windows Server) as well as the entire ecosystem, including operational tools for systems and virtualization.
For Desktop Engineer, 2 or more years of experience managing an enterprise desktop park (e.g. SCCM, Windows 11, Mobile devices Management, Intune, etc).
For Network Engineer, 2 or more years of proven professional experience designing, deploying and managing a heterogeneous network infrastructure.
3 – 5 years of general IT engineering experience.
Professional experience in an Agile team environment, assigning and managing 3rd party work.
Project management experience.
Experience working in a multicultural environment would be preferable.

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
Knowledge of other languages would be an asset.

Depending on level of experience, monthly salary starts at 6,717.19 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information
Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
