Timor-Leste is a small half-island country, one of the top ten counties most vulnerable to climate change. Approximately 70% of Timor-Leste's rural population (840,000 people) is highly vulnerable to climate changes, particularly increasing rainfall variability and extreme weather events. Lives and livelihoods are highly exposed in the country's remote interior and coastal regions. Impacts of intensified extreme events include damage and degradation of decentralized small-scale critical infrastructure, particularly water supply and drainage structures, embankments, and feeder roads and bridges. Damages leave rural populations isolated, lacking basic services. According to climate change scenarios and risk models, occurrences of climate extremes and related damages will at least double towards mid-century.
Furthermore, The RTTL (Rádio-Televisão Timor Leste), a national institution under the Secretary of State of Communication, plays a key role in promoting democratic efforts by providing participatory dialogue spaces for political and social debates. The level of structural damage to the RTTL building (mainly caused by successive floods) hinders the proper functioning of the institution and, by extension, its role in the country's governance system. Moreover, the internal capacities of the RTTL personnel to conduct public social and political debate need to be strengthened to enhance RTTL's role in promoting participatory democracy In Timor-Leste.
Alongside climate-related challenges, Timor-Leste contends with persistent community conflict driven by high youth unemployment, limited educational opportunities, and historical tensions. Young people, in particular, often find themselves both the instigators and victims of violence, exacerbated by a lack of constructive outlets for expression and engagement. In areas where law enforcement is perceived as ineffective or disconnected from the communities, tensions escalate, further undermining trust between law enforcement and the population. This fragile relationship fuels community conflict, particularly in marginalized areas where youth feel excluded from economic and social opportunities, contributing to heightened violence and a distrust of public institutions.
In response to these challenges, UNDP is implementing several interrelated projects to strengthen social cohesion, empower youth, and build climate resilience in vulnerable communities in the Integrated Strategy for Social Cohesion through Community Policing and Livelihood Initiative project. The following outputs and activities illustrate the scope of these efforts:
- Output 1: Strengthened Capacities of Law Enforcement and Conflict Prevention Institutions to Actively Promote Social Cohesion following Human Rights and Non-Lethal Force Approaches
- Output 2: Empower Youth Through Vocational and Skill Enhancement to Professionally Integrate into Society While Also Promoting Gender Sensitivity
- Output 3: Enhanced Public Awareness and Engagement to Foster Community Resilience, Promote Peaceful Conflict Resolution, and Reduce the Social Acceptance of Violence
In parallel, a climate resilience project, titled "Safeguarding Rural Communities and Their Physical Assets from Climate-Induced Disasters in Timor-Leste," is being implemented to address institutional, financial, and legislative barriers while increasing the resilience of vulnerable small-scale rural infrastructure. This project focuses on six municipalities: Baucau, Ermera, Aileu, Viqueque, Lautem, and Liquica. It is structured around two key outputs:
- Output 1: Climate risk information is developed, monitored, and integrated into policies, regulations, and institutions to inform climate-resilient planning and management of small-scale rural infrastructure.
- Output 2: Climate risk reduction and climate-proofing measures are implemented to build the resilience of vulnerable communities in the six priority municipalities.
Furthermore, Strengthening the Operational Capacities Of The Rttl (Rádio-Televisão Timor Leste) To Enhance Democratic Governance In Timor-Leste, is implemented in Dili. It is structured around two key outputs.
- Output 1: Construction of new green building for RTTL
- Output 2: Capacities building for public debates targeting youth and women
With financial support from the GCF, RTTL, and UNDP, the International Monitoring and Evaluation (M&E) Analyst will play a critical role in supporting these projects. The Analyst will be responsible for establishing a modern and effective M&E system to enhance the identification of Key Performance Indicators (KPIs), ensure project efficiency, and monitor overall performance. The Analyst will ensure high-quality and timely inputs, maintaining the project's strategic vision and ensuring that its activities achieve their intended outputs cost-effectively and timely.
These initiatives, together, aim to tackle the interconnected issues of climate vulnerability, social conflict, and youth empowerment, creating a more resilient and cohesive Timor-Leste.
Under the guidance of the Project Managers of the three projects mentioned above, the M&E Specialist will provide expertise in developing and implementing the M&E Plan, building the capacities of staff and local partners, and ensuring that data quality standards are consistently monitored, met, and reported in a timely manner. Furthermore, the M&E Analyst will be required to prepare comprehensive Bi-weekly, monthly, and quarterly M&E reports, highlighting progress, challenges, and areas for improvement, as well as monitor the execution and completion of the activities instructed by the project managers, as per the internal arrangements. He/She will also ensure that all M&E data and comparative analyses, including cost-benefit analyses, are integrated into the project's strategic planning processes and effectively communicated to the project managers.
The M&E Analyst will contribute to the results-based monitoring framework and the related strategies and will ensure the duly implementation of the monitoring and evaluation plan. S/he will have a technical role in improving the quality of results tracking and reporting and in strengthening institutional monitoring and evaluation capacities for ech project. S/he is expected to work with the managers of the projects mentioned above and others in collaboration with thematic program teams and operations, and support UNDP and national counterparts to ensure M&E aspects are well internalized and applied in the Project and CO. Under the direct supervision of the three project managers, the M&E Analyst will implement his/her task in line with the duties and responsibilities as outlined below
Ensures the implementation of monitoring and evaluation policies and strategies.
- Participate in and contribute to finalizing monitoring and evaluation frameworks for the GCF, RTTLand Social Cohesion – UNDP projects;
- Advise the establishment of a robust M&E framework engaging all relevant staff to strengthen planning, implementation, oversight, and monitoring of work plan activities;
- Provide technical support to elaborate the Projects Annual Work Plan (AWP), the IWP, and the Result-oriented annual reporting (ROAR);
- Provide technical support on RBM and M&E and institutionalize the use of M&E tools and plans to enable UNDP staff and Implementing Partners to guide program delivery and ensure efficient utilization of funds effectively;
- Provide quality assurance (ex: PQA, Project Quality Assurance) of the results frameworks in relation to the CPD as well as the donor-funded programs;
- Promote evidence-based programming by identifying data and knowledge gaps and the most efficient and effective ways of bridging the knowledge gaps;
- Provide close monitoring with program staff to ensure the availability of data to feed into corporate dashboards and monitoring systems, as well as the external reporting requirements;
- Design and provide implementation of any thematic evaluations and end-of-programme evaluations, as well as tracking the implementation and follow-up of evaluation recommendations;
- Facilitate knowledge sharing of results, lessons, and experiences across program areas.
- Enhance capacities of M&E officers at the project levels and the National M&E Associate.
- Contribute to the audit/s and evaluation/s (including monitoring in the ERC), ICPE, CPD Project Board Meeting, etc.
- Assist PMs in identifying potential implementation problems and bottlenecks and recommend appropriate strategies to address them.
- Prepare quarterly, semi-annual, and annual programmatic progress reports on the projects.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

- Experience in the area of results-based management, statistics and/or research methodologies;
- Relevant computer skills, specifically Microsoft Office;
- Experience in Data analysis skills and familiarity with statistical software
- Experience in designing and implementing tools and strategies for data collection, analysis and production of reports.
- Experience in facilitating and coordinating collection and consolidation of results and progress monitoring and reporting.
Required Languages:
- Fluency in English.
- Knowledge of other UN language is desirable.
