Job Overview:

The IRC Office for State Partnerships (OSP) oversees the Kansas Office for Refugees (KSOR) and New Jersey Office for Refugees (NJOR). In Kansas, IRC functions as the Replacement Designee and State Refugee Coordinator, managing the administration and delivery of Refugee Cash Assistance (RCA), Refugee Medical Assistance (RMA), medical screenings, social service programs (RSS), and other ORR-funded programs throughout the state. In New Jersey, IRC serves as the Replacement Designee for Refugee Cash Assistance and Refugee Support Services programs in the state. 

This position reports to the Senior Vice President within IRC’s Resettlement, Asylum and Integration (RAI) department. With 35 total staff in two state offices, and a combined operating budget of USD $80 million, the Director is responsible for providing vision and oversight in the administration of these programs in each state, ensuring that all IRC and federal requirements are met and that innovative and sustainable approaches to programming are in place. The Director also regularly monitors potential geographic or functional areas for growth for OSP.

Major Responsibilities:

  • Represent the IRC with a variety of federal, state, national, and local stakeholders.
  • Liaise with donors on programmatic and contractual issues.
  • Serve as member of the RAI Senior Management Team and provide OSP updates. Manage relationships with HQ support units on behalf of OSP.
  • Support the design, implementation, and on-going development of programming in OSP states. Ensure coherence and sustainability of programming and the sharing of knowledge within OSP offices, where applicable.
  • In coordination with the Deputy Director, conduct compliance, operational, programmatic, and financial reviews of OSP to ensure that OSP offices comply with IRC standards of professional conduct, donor regulations and PEERs.
  • Ensure that KSOR and NJOR have quality and timely internal systems for administering sub-awards, program reporting, monitoring of service providers, grant closeout.
  • Provide fiscal oversight in coordination with OSP Directors and HQ finance department.
  • Ensure timely and accurate reporting to donors.
  • Support development and review of annual state plans in Kansas and New Jersey.
  • Ensure that all OSP activities are in compliance with all IRC and donor policies through regular monitoring and evaluation of program activities.
  • Supervise the Directors of the Kansas and New Jersey and the OSP Deputy Director through weekly meetings.
  • Co-manage the OSP Deputy Regional Finance Director in partnership with Senior Director of Finance
  • Conduct monthly team meetings with OSP leadership.
  • Inspire, motivate and challenge the team by fostering an environment that supports high quality performance as well as innovative approaches to the design of programs.
  • Provide guidance and support on management issues such as staffing, training and performance.
  • Convene quarterly or semi-annual all convenings of all OSP staff to encourage the exchange of ideas and promising practice.

Job Requirements:

  • Bachelor’s degree required.
  • 8-10+ years relevant experience in refugee resettlement sector.
  • In-depth knowledge of US refugee resettlement and detailed knowledge of core programs.
  • Demonstrated ability to provide vision and oversee implementation of complex programs and processes.
  • Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality.  Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Proven ability to build and manage teams. Excellent people management skills.
  • Excellent written and oral communication skills. The ability to effectively represent the IRC externally and to work effectively with colleagues across the organization.
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines.
  • The ability to be flexible and work well under pressure in a fast-paced team environment.

Working Environment: 

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
