UNODC's mission is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism.
Context
The Indian Ocean West sub-programme of UNODC's Global Maritime Crime Programme (GMCP IOW) assists Western Indian Ocean countries to address the risks and prevention of maritime crime in the region. Under the programme, UNODC delivers support to the maritime law enforcement authorities and justice sector. In particular, GMCP IOW support counter drug trafficking through Southern Route Partnership. GMCP IOW's success has been derived from the delivery of sustainable capacity building through the placement of experts as mentors for our beneficiaries. For Maritime Law Enforcement, mentors in seamanship, marine engineering, maritime law enforcement, and communications are embedded with regional maritime law enforcement authorities. This position is located in the UNODC, Global Maritime Crime Programme (GMCP) office, UNODC Regional Office for Southern Africa (ROSAF), in Pretoria, South Africa. The incumbent will perform his/her duties and responsibilities under the direct supervision of the Project Coordinator, GMCP IOW.
Task description
Within the delegated authority and under the supervision of the project coordinator or his/her designated mandated representative(s), the UN Volunteer Project Support Officer will assist in the implementation of activities that are carried out under the “GMCP IOW” dealing with maritime crime and criminal justice chain. In particular the UN Volunteer will undertake the following tasks:
• Support development, implementation and evaluation of the programme activities under the Global Maritime Crime Programme particularly those related to Maritime Crime, and Criminal justice in the ROSAF region;
• Conduct research to identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and other criminal justice authorities in the region, including on improved detention and transfer activities;
• Provide input on project/programme and/or budget revisions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime and detention and transfer;
• Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
• Related to the above task, support monitoring and evaluation activities of the IOW Programme by developing, participating and supporting evaluation of prison support activities, including compiling and collating information to be submitted to UNODC prison experts and management for further analysis;
• Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc, relating to maritime crime issues for GMCP and ROSAF;
• Provide administrative and substantive support to the regional programme coordinator in view of consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing back-ground documents and presentations, handling logistics, etc;
• Provide administrative action related to the procurement of equipment and services including drafting of TOR for procurements, contracts for consultants, related payment requests, and monitoring and follow-up on such requests in line with UN financial rules and regulations;
• Support field missions to locations in the region where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc; Perform any other duties as required/assigned.
As an active UNODC team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNODC and its beneficiaries in the accomplishment of her/his functions, including:
• Well researched and sound analysis of issues and developments in the area of crime prevention and criminal justice;
• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
