Job Description

Project Context and Scope

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

As an integral member of the UN South Sudan team, IOM South Sudan works across the humanitarian, peacebuilding, and development access with a broad range of programming clustered in three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. 

IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with UNHCR) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the RC-HC lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with UNDP). 

IOM in South Sudan has been actively addressing the country’s complex and protracted displacement challenges, with a focus on facilitating sustainable, long-term solutions that support the voluntary, safe, and dignified return, relocation, and reintegration of displaced populations.

​In South Sudan, Housing Land and Property issues represent a key barrier to achieving durable solutions and are frequently linked to various other protection risks and threats, including but not limited to family and marital disputes, forced evictions, gender discrimination and denial of resources, lack of civil documentation, arbitrary detention, physical violence or threats of violence. For individual Internally Displaced Persons and returnees who arrived following the Sudan crisis who face complex or multiple protection risks and concerns related to HLP issues, IOM Protection case workers will provide individual case management services. ​ 

Responsibilities

Tasks to be performed under this contract
 

Objective: Support with initial set up of a joint HLP/Protection Case Management System within IOM South Sudan Mission

Scope of Work:

  1. Conduct desk review to inform training material and focus of case management training for Protection/HLP case workers, and to identify potential information and data gaps on key protection risks and threats with a particular focus on risks linked to HLP issues and disputes in the areas of operation;  
  2. ​Conduct an assessment of HLP and Protection risks in target project areas to fill gaps identified during the desk review; 
  3. ​Develop/finalize Standard Operating Procedures for IOM South Sudan’s Protection and HLP Case Management services, and prepare/adapt templates for Screening, Intake and Referral Forms, Case Plan/Closure Forms, and post-service monitoring; 
  4. ​Prepare training material for and facilitate comprehensive case management training for Case Workers and Case Managers;  
  5. ​Provide continuous mentoring to Case Workers and Case Managers for an initial roll-out period;
  6. ​Develop and lead refresher training for the Case Management team after initial start up phase; 
  7. ​Carry out field visits as needed to support with assessment and staff mentorship and monitoring; 
  8. ​Any other duties associated with setting up the case management system. 
 
Performance indicators for the evaluation of results
 
  • Timely delivery of the desk review, SOPs, tools and training materials.
  • Delivery of high-quality, effective capacity building training for the team, partners, and any relevant staff.
  • Operationalization of the developed tools and supportive supervision to staff implementing the case management activity.
 

Qualifications

Education
  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies or a related field from an accredited academic institution with 7 years of relevant professional experience; or 
  • University degree in the above fields with 5 years of relevant professional experience.​ 
Experience
  • Previous experience working in an international organization and knowledge of the UN is essential; 
  • ​Previous experience in humanitarian protection programming, including protection case management in complex humanitarian situations;  
  • ​Previous experience in housing, land and property programming, including HLP case management, in complex humanitarian situations; 
  • ​Experience in remote working and management an advantage; and 
  • ​Experience in developing and supporting programmes/projects in active and complex emergency settings is a distinct advantage.​ 
Skills
  • Good knowledge of humanitarian protection programming, including protection case management in complex humanitarian situations  
  • Strong facilitation and training skills and ability to communicate well in a multicultural work environment; 
  • Strong writing skills, including for developing manuals in simple and user friendly language, adapted to local context; and, 
  • Computer skills and proficiency using Microsoft applications, spreadsheets, KoBo, etc. is essential.​ 
Languages
 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
 
Travel required

The person should be operating from South Sudan, based in Juba with travel to the field based on relevancy and need.
